COMMERCIAL ELEMENT SUMMARY <br /> Similar to the EUC, the EUP would offer two levels of incentives for the commercial <br /> program; basic and advanced. The basic EUC commercial program includes rebates for <br /> energy efficiency, water conservation and other green upgrades up to $2,500. However, <br /> for the EUP, the program would include an additional incentive of up to $500 for fixed <br /> improvement investments up to $10,000. In addition, irrigation equipment rebates up to <br /> $5,000 are available through the City's water conservation program. The EUC's <br /> advanced commercial program includes solar installation with a rebate of up to $10,000 <br /> over and above federal tax incentives and California Solar Initiative rebates. The EUP <br /> proposal would also provide a $1,000 incentive for the advanced package. The Energy <br /> Star audit program is also available to commercial facilities and provides a <br /> comprehensive energy profile and recommendations for facility energy upgrades, <br /> including return on investment calculations. <br /> PROGRAM PARTICIPATION <br /> The EUP would be modeled on the EUC and include specific steps for program <br /> participation. These steps include: <br /> 1. Homeowner or business expresses interest in the program by contacting a <br /> qualified contractor or signing up on the EUC website <br /> 2. A participating contractor conducts a phone interview to gather data and schedule <br /> a site visit <br /> 3. The contractor performs an assessment and provides a customized report to the <br /> participant, detailing recommended improvements <br /> 4. The participant selects the measures to implement and schedules the work <br /> 5. Contractor performs work and submits completed rebate applications to the <br /> participating agencies <br /> 6. The City and/or other agency verify completion of work and issue the rebates <br /> City rebates will be issued only after all related permits have been issued and approved <br /> by City staff and staff has approved the rebate application. The rebate application will <br /> include sufficient detail on the types of improvements to be completed including types <br /> and sizes of equipment installed, the projected energy savings, and dollar amount of <br /> upgrade improvements. In addition to this information being used to audit and manage <br /> the program, it will also be effective in providing an aggregate summary of community <br /> efforts toward reaching our Climate Action Plan goals. <br /> While the above represents the basis of program participation, staff will develop detailed <br /> application forms and qualifying guidelines prior to beginning the program. This <br /> information will be reviewed by all affected City departments to assure appropriate <br /> oversight and program management. <br /> Page 4 of 6 <br />
