BACKGROUND <br /> The subject project was authorized in the 2010/2011 Capital Improvement Program to <br /> replace deteriorated water main-line valves throughout the City. When emergencies <br /> occur or repairs must be made, control valves allow for sections of the water distribution <br /> system to be isolated, thus preventing disruption of water service to a large number of <br /> customers. This project is part of the City's maintenance efforts and is expected to <br /> improve the water distribution system. <br /> On May 17, 2011 , Council awarded the contract to the lowest responsible bidder, Ponte <br /> Engineering Corp. in the amount of $86,490. In total, Council authorized a total <br /> expenditure of$112,050 for the project from the allocated CIP funds of $146,827. <br /> This project consisted of replacing 15 water valves along Valley Trails Drive from a list <br /> developed by the Utility Division and prioritized by the Engineering Division for 2011 <br /> street resurfacing. During construction, the Utility Division identified two additional <br /> valves near the project area in need of replacement. The overall project also includes <br /> labor and materials to upgrade water/air release valves on three courts that were being <br /> resurfaced last year. The upgrades were performed earlier in order to avoid cutting into <br /> the street after the resurfacing. This project is now complete and ready for City Council <br /> Acceptance. <br /> DISCUSSION <br /> Budget <br /> Contract change orders in the amount of $11,532 were the result of adding the two <br /> additional valve replacements near the project location. The total cost of the project is <br /> $110,577 (please see Attachment 1 for funding and expenditure information). This total <br /> includes previous expenses charged to the project for labor and materials to upgrade <br /> water/air release valves on three courts that were being resurfaced last year ($12,385). <br /> This upgrade was timed so as to avoid cutting into the street after the resurfacing had <br /> been completed.
