3) If approved as provided above, secondary storage facilities are allowed at locations <br /> beyond the above detailed requirements but Operators must be able to release all <br /> vehicles within the Pleasanton city limits upon request by the vehicle's registered <br /> owner or agent. <br /> E. An Operator shall maintain sufficient storage space to properly secure towed vehicles. <br /> F. An Operator's employees shall be properly trained to conduct business transactions <br /> related to towing, storage,and release of vehicles and property. <br /> G. The release of vehicles shall be conducted in accordance with procedures approved by <br /> the PPD. The Special Operations Commander shall ensure that proper provisions are in <br /> place for the release of all impounded vehicles. Tow companies shall respond to after- <br /> hours release of vehicles when requested by the current registered owner or authorized <br /> agent. <br /> H. Storage facilities owned by an Operator, and shared with another Operator, shall only <br /> be authorized if the Operator who owns the facilities charges for the space exclusively <br /> on a flat monthly rate rather than a vehicle-by-vehicle basis, or combination thereof. <br /> Facilities shared by Operators shall be physically separated and secured from each <br /> other. <br /> 10.TOW TRUCK DRIVERS <br /> A. An Operator shall ensure that its tow truck drivers responding to calls initiated by the <br /> PPD are qualified arid competent.An Operator shall ensure that its tow truck drivers are <br /> trained and proficient in the use of the tow truck and related equipment, including, but <br /> not limited to, the procedures necessary for the safe towing and recovery of the various <br /> types of vehicles serviced through the Rotation Tow Program. <br /> B. An Operator shall ensure that its tow truck drivers have completed an approved tow <br /> truck driver training program within the past five years. Acceptable tow truck driver <br /> training programs shall be approved by the Police Chief. <br /> C. Documentation of completed tow truck driver training programs shall be submitted with <br /> the Tow Operator/Driver Information (CHP 234F). CHP 234F is attached as Attachment <br /> A. An Operator in conjunction with a Tow/Operator Information (CHP 234F)shall <br /> submit the proper documentation upon completion of an approved tow truck driver <br /> training program to initiate review by the Special Operations Commander or his/her <br /> Designee. The Police Department designee shall not review the Operator/driver <br /> information unless the documentation is complete. <br /> 1) Tow truck drivers shall successfully complete training for the appropriate class <br /> of tow truck(e.g., a Class D driver should have heavy duty tow truck driver's <br /> training documentation). <br /> 2011-2013 TSA Page 13 of 30 <br />
