BACKGROUND <br /> East Bay Regional Park District (EBRPD) Measure WW was passed by voters in Contra <br /> Costa and Alameda County on November 4, 2008 to authorize the issuance of bonds <br /> amounting to $500 million. Of that, $375 million {75%} is available to fund Regional <br /> Park acquisition and capital projects and $125 million {25%} is available to cities, <br /> special park districts and county service areas on a per capita basis. The City of <br /> Pleasanton's total share based on per capita funding is $3,171,377. <br /> There are no matching fund requirements for the program. This is a reimbursement <br /> grant program in that EBRF'D will make payments to the City based on costs incurred <br /> by the City for the approved project. <br /> Applications for the next grant cycle are being accepted between February 1 and March <br /> 31, 2012. The Master Contract with the District will establish the contract and funding <br /> requirements throughout the life of Measure WW. With the Master Contract executed <br /> between both parties, the City is guaranteed to receive its designated share of the <br /> Measure WW funding. The City does not need to specify the projects as part of the <br /> Master Contract. <br /> Capital Projects that will provide lands and facilities for recreational activities and <br /> services and historic preservation are eligible. Projects must be consistent with the <br /> Grantee's park and recreation element of the general plan or appropriate parks and <br /> recreation planning documents. Public art projects are eligible as long as they are in or <br /> adjacent to a parks and recreation facility. The following types of Capital Projects are <br /> eligible for grant funding: <br /> • Acquisition (fee title or permanent easement for public access projects) <br /> • For land acquisition project, applicants must submit a copy of the land contract <br /> and appraisal if applicable for District approval prior to acquisition <br /> • Development (including renovation of recreational facilities) <br /> The following types of projects are ineligible for grant funding: <br /> • Libraries <br /> • Street and highway beautification <br /> • Master Plans <br /> • Public art not associated with a parks and recreation facility <br /> • Maintenance Equipment Purchase (trucks, mowers, tractors, etc.) <br /> • Non-fixed equipment (removable soccer goals, portable air conditioners, etc.) <br /> • Recreational programming and staffing <br /> • Normal maintenance and repairs expected to last less than 25 years (The <br /> District shall make the final determination regarding expected project life) <br /> The Grantee may spend up to 20% of the Project Grant amount for pre-construction <br /> costs, including grants administration, survey, plans, permits, specifications, CEQA <br /> compliance and/or acquisition documents. <br /> Page 2 of 3 <br />
