BACKGROUND <br /> The original two pools at the Aquatic Center, located at 4455 Black Avenue, were <br /> constructed in 1968. The diving pool was added in 1976, and then in 1996, the facility <br /> was expanded with a 50 meter pool and improved locker facilities. While this <br /> improvement project was initially intended to incorporate other improvements, including <br /> a toddler pool and filtration improvements, lack of funding prevented these additional <br /> improvements from being completed. Since that time, the CIP has included a number of <br /> projects to address facility improvements but higher priorities have limited work at the <br /> Aquatic Center to routine maintenance. <br /> Two of the primary issues facing the facility are deteriorating concrete decks and an <br /> inadequate filtration system. These issues are not only related to general maintenance <br /> concerns but represent a broader health and safety concern related to compliance with <br /> code requirements that each pool have its own filtration system. While the City has <br /> avoided being cited as out of compliance by the Alameda County Health Department, <br /> the need to replace the deteriorating decks will trigger the need to address the filtration <br /> system. <br /> Staff had previously received proposals from qualified consultants for the preliminary <br /> design of this renovation work, including a cost estimate. The renovation and <br /> maintenance building design will complement and follow the same basic architectural <br /> direction as the existing structure, blending in with the existing building, landscaping and <br /> paving surrounding the Aquatic Center. In addition to the design, this consultant will <br /> also provide plans for storm water treatment, as well as landscape and irrigation as part <br /> of their scope of services. <br /> DISCUSSION <br /> Staff has selected Aquatic Design Group based on their recent preliminary design, past <br /> experience with this project, qualifications, and project proposal for completion of these <br /> documents. <br /> The key factor in the selection of the consultant for the initial design work was Staff <br /> evaluation of the abilities of the proposed project team (as perceived through the <br /> interview process) to carry out the goals of the City in designing these facilities. Aquatic <br /> Design Group was determined to be best qualified for the preliminary design and cost <br /> estimate for the proposed project. <br /> On April 7, 2009, the City Council approved the original service agreement with Aquatic <br /> Design Group to create the preliminary design that would address replacing the <br /> deteriorated pool decks, separating and improving the pool filtration infrastructure and <br /> mechanical room at the Aquatic Center. <br /> At this time, it is recommended that City Council authorize the City Manager to enter <br /> into the attached consultant contract with Aquatic Design Group for the completion of <br /> the design of the Pleasanton Aquatic Center Renovation. <br /> Page 2 of 3 <br />
