CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 3361 <br /> <br />POLICY STATEMENT OF THE CITY OF PLEASANTON <br />REGARDING ANNEXATION, THE REASONS, THEREFORE, <br />AND THE GENERAL CONDITIONS UNDER WHICH ANNEXATION <br />WILL ~E CONSIDERED. <br /> <br /> WHEREAS, it has been and is now the intention of the City of <br />Pleasanton to expand the City's boundaries; and <br /> <br /> WHEREAS, such expansion of the City's boundaries through <br />annexation is for the purpose of providing a balanced community <br />which will retain and enhance the aesthetics and basic character <br />of the City, while expanding the economic, social and cultural <br />base, at the least possible cost and with the fewest possible <br />governmental agencies, through application of sound planning <br />principles, zoning, subdivision control and other locally ad- <br />ministered services, regulations and policies; and <br /> <br /> WHEREAS, recent proposals have been made for the formation <br />of new governmental agencies within the Pleasanton area; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the <br />City of Pleasanton, that the following general principles and <br />conditions have in the past and shall in the future apply to the <br />annexation of lands to the City: <br /> <br /> 1. The City will consider requests for annexation from <br />any property owners within the Pleasanton Planning Area. <br /> <br /> 2. The City will annex property only upon consent or <br />request of the owners; except where a preponderance of ownership <br />requesting annexation is not contiguous to the City, the City <br />may annex through an intervening parcel of property, only, <br />however, after contacting the owner of said property. <br /> <br /> 3. The City requires that the property owner or developer <br />pay the full cost of off-tract and in-tract public improvements <br />necessary to each particular development. <br /> <br /> 4. The City encourages the use of mutual benefit districts <br />for the purpose of financing off-tract utility facilities. <br /> <br /> 5. The City will consider, on the basis of each individual <br />proposal, the use of assessment or improvement districts for <br />the purpose of providing required off-tract or in-tract public <br />improvements. <br /> <br /> 6. The City requests that each property annexing to the <br />City assume the existing bonded indebtedness of the City, in <br />order to spread the cost of City facilities financed by general <br />obligation bond issues. <br /> <br />-1- <br /> <br /> <br />
