14. Older Americans Month <br /> Councilmember McGovern read the proclamation declaring May as "Older Americans Month" <br /> and presented the proclamation to Raymond Figueroa, Senior Center Representative. <br /> Christine Steiner Alameda County Commission on Aging, briefly discussed her 8 years of <br /> service to the area and noted the Mayors Conference will undertake new appointment for her <br /> replacement. She said she will continue to chair the Health and Safety Committee for the <br /> Commission, and invited everybody to their August 10th Annual Health Fair at Chabot College. <br /> Councilmember McGovern recognized Amador Valley's We the People group who took second <br /> place in the nation. <br /> 15. Public Comment <br /> Fred Norman stated that at the June meeting of the U.S. Conference of Mayors, the Mayor of <br /> Los Angeles will introduce a resolution to end the wars. He asked that Mayor Hosterman co- <br /> sponsor the resolution and that the Council support it. <br /> Councilmember Sullivan asked that identification of Council support be addressed under <br /> Matters Initiated. <br /> Chris Mosser, spoke of recent world and local events and California's economic collapse. <br /> Doug Miller, Post Commander for the Veterans of Foreign Wars Post 6298, spoke of Saturday's <br /> memorial service for U.S. Army Specialist Jameson Lindskog who was killed in Afghanistan on <br /> March 29, 2011. On behalf of the VFW and Specialist Lindskog's mother and father, he thanked <br /> the many individuals and agencies for their support, service, and coordination of the event. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 16. Housing Element Update Status Report and Direction to the Housing Element Update <br /> Task Force <br /> Community Development Director Dolan stated the presentation will include background <br /> information and housing sites and a separate presentation on housing policies, programs and <br /> goals. The purpose is to provide the Council with a status report on the work of the Housing <br /> Element Update Task Force and a description of input received from the community, review <br /> proposed changes and to seek Council direction. <br /> He outlined tasks of the Housing Element Update Task Force, the general components of a <br /> housing element and explained how the City is assigned its Regional Housing Needs Allocation <br /> (RHNA) for housing. <br /> Planning Manager Stern gave an overview of the process and specific sites which the task force <br /> has addressed to date. She said that having established the number of acres needed to meet <br /> the City's share of regional housing allocations the staff and task force reviewed all available <br /> sites and eliminated some which would not be worth further evaluation. A list of 35 sites was <br /> originally developed and the task force discussed a number of criteria used to go through the <br /> process for refining sites. These included proximity to transit or freeway on-ramps, proximity to <br /> schools, parks, grocery stores, whether or not the site was an infill site and consistent with <br /> City Council Minutes Page 3 of 19 May 3, 2011 <br />
