said the City reacts to laws telling us we always have to accommodate what is good growth. <br /> However, cities are dependent on retail growth and property tax growth and we do not talk <br /> about diversifying the economy. The federal government is creating tax policies that encourage <br /> good manufacturing jobs to go offshore so he thinks there is a huge disconnect. <br /> Councilmember Thorne agreed and said some agencies tell cities to build next to freeways and <br /> some tell cities it is dangerous. <br /> Mayor Hosterman agreed there are competing arguments to every aspect of this. The question <br /> not asked or answered is, what is the carrying capacity of California? She noted ABAG and <br /> MTC are moving discussion aggressively in order to meet State law and Pleasanton will <br /> continue to try and meet a balance. <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS - None <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned to a Special Workshop at 8:00 p.m. <br /> The Council extended a tribute to our nation's men and women serving in the military. We wish <br /> to honor the memories of those who have died in past wars in defense of our country, including <br /> those who have died in the current conflicts in Iraq and Afghanistan. <br /> WORKSHOP <br /> June 7, 2011 <br /> CALL TO ORDER <br /> Mayor Hosterman called the Workshop to order at the hour of 8:05 p.m. <br /> ROLL CALL <br /> Present: Councilmembers Cook-Kallio, Sullivan, Thorne, Mayor Hosterman <br /> Absent: Councilmember McGovern <br /> Public Comments <br /> Bart Hughes questioned what constitutes a balance budget, when is a fiscal emergency <br /> necessary, whether the budget was balanced citing the City's personnel costs at 79%, and <br /> voiced concerns with CIP projects, increase in reserve account spending to accommodate the <br /> balanced budget, the unfunded liability, and urged the Council to adopt an aggressive <br /> framework. <br /> Chris Mosser, Faithandsurvival.com, referred to the second graph in the staff report on page 2 <br /> and questioned how the City could possibly increase its revenues over three years given GDP <br /> growth figures.
