Commissioner Pearce requested that the record reflect that the two Planning <br />Commission Task Force members are not in favor of keeping Site 18 on the list. <br /> <br />Commissioner Blank moved to recommend the Draft Housing Element, including <br />Goals, Policies, and Programs and Potential Housing Sites to the City Council as <br />a draft to be submitted for the 60-day review by the California Department of <br />Housing and Community Development (HCD); to refer to staff the letters received <br />by the Commission for further analysis and recommendation to the City Council, <br />with copy to the Planning Commission; to reduce the density of three acres on <br />Site 7 from 30 units per acre to 23 units per acre, and to increase the density of <br />three acres on Site 13 from 23 units per acre to 30 units per acre; and to increase <br />the potential acreage for multi-family development on Site 8 from 5.3 acres to <br />11.5 acres. <br />Commissioner Pentin seconded the motion. <br /> <br />Commissioner Olson proposed an amendment to the motion to add the phrase and to <br />the Growth Management Subcommittee. <br /> <br />Commissioner Blank and Pentin accepted the amendment. <br /> <br />proposed a further amendment to the motion with respect to <br />the proposal raised by former Mayor Pico that new housing, especially high density <br />housing, be required to provide on-site parking for those units rather than paying into <br />in-lieu parking fee program. <br /> <br />Commissioner Blank and Pentin accepted the amendment. <br /> <br />Commissioner Pentin noted that there was discussion that the East Pleasanton Specific <br />Plan be completed prior to development of Sites 11 and 14, with a sunset on the <br />Specific Plan by the second quarter of 2013, after which the sites could develop should <br />the Specific Plan not be completed by then. <br /> <br />Ms. Stern advised that this was part of the Housing Element Task Force <br />recommendations and, therefore, is not required as part of the motion. <br /> <br />Chair Narum also proposed an amendment to the motion that the City forward all the <br />sites to the HCD, with the caveat that the intent is for the City to ultimately rezone only <br />the actual needed acreages after feedback is received from the HCD. <br /> <br />Commissioner Blank and Pentin accepted the amendment. <br /> <br />Commissioner Pentin inquired if, since the letters are being forwarded to the Growth <br />Management Subcommittee and the City Council, the Commission needs to address <br />the matter of linking jobs to housing in relation to the public comment made that the <br />15-percent requirement in the IZO <br />housing needs. <br />PLANNING COMMISSION MINUTES, June 22, 2011 Page 31 of 33 <br /> <br />
