Commissioner Blank inquired if there were sites that the HCD might question. <br /> <br />Mr. Dolan replied that there might be a few. He stated that they might speculate on how <br />soon the property could be developed or if the City is really talking about this planning <br />period. <br /> <br />Commissioner O'Connor inquired if having to demolish an existing building on the <br />property would be one of the criteria. <br /> <br />Mr. Dolan replied that the HCD might be skeptical of that. He added that he does not <br />believe the HCD has any hard and fast criteria it has published, but based on his <br />experience on their dialogue, on occasion it will question whether or not something will <br />turn. <br /> <br />inquired if the HCD would discount the East Side area <br />because the City is waiting on a Specific Plan to be developed and it is not giving the <br />property owners the right to develop outright. <br /> <br />Mr. Dolan replied that the HCD might do that; however, he believes this situation is <br />made much more sellable because the timeframe is within the planning period. <br /> <br />Commissioner Olson stated that he likes the idea proposed by Commissioner Pearce of <br />reducing the density on Site 7 and increasing the density on Site 13. <br /> <br />Commissioner Pentin inquired if Commissioner Pearce was proposing reducing the <br />density on the entire Site 7 to 23 unit or just on three acres. <br /> <br />Commissioner Pearce replied that her proposal is to reduce the density on three acres <br />on Site 7 to 23 units to the acre, and to increase the density of three acres on Site 13 to <br />30 units to the acre. She added that she was flexible on the number of acres to be <br />increased on Site 13. <br /> <br />Commissioner Pentin indicated that he was good with three acres. <br /> <br />Commissioner Blank stated that he liked the idea of doing the three-acre swap. <br /> <br />Chair Narum indicated she was agreeable to that. <br /> <br />Commissioner Olson inquired where the Commission was on the Auf der <br />Maur/Rickenbach (Site 8) and indicated that he thinks the Commission should go with <br />the 11.5 acres. <br /> <br /> Commissioner Pentin added that this is <br />good for the purpose of the HCD and the EIR, as the Commission will be massaging <br />this anyway when it returns. <br /> <br />PLANNING COMMISSION MINUTES, June 22, 2011 Page 27 of 33 <br /> <br />
