<br />Chair Narum then called for a five-minute break at 9:30 p.m., and thereafter reconvened <br />the regular Planning Commission meeting. <br /> <br />The Commission then proceeded with the consideration of the Housing Element Update <br />Goals, Policies, and Programs. <br /> <br />Ms. Stern stated that staff determined that, in general, the Goals, Policies, and <br />Programs in the 2003 Housing Element meet the requirements for of the Housing <br />Element. She noted, however, that staff is recommending a few changes, which were <br />presented to the Housing Element Task Force and regarding which the Task Force is <br />now seeking the C These changes include: <br /> <br />Program 12.5 <br />Add a , Condominium Conversion Ordinance: <br />Staff began work on this a few years ago when there was an interest in <br />condominium conversions; and work on the project stopped when interest dropped. <br />It is now being included in the work program, especially since changes need to be <br />made to minimize the impact and displacement of low-income tenants when existing <br />low-income units are converted to condominiums. <br /> <br />Program 20.2 <br />Add a new , Public Information: <br />Coordinate public information with surrounding communities to minimize the effort <br />required to identify affordable housing opportunities and programs in the region. <br />The Housing Specialist who has worked on these programs finds that there <br />are a lot of similar needs and approaches on how to solve these needs as Dublin, <br />San Ramon and Livermore have done. One idea that was developed from this is a <br />Housing Opportunities Center in which the City funded a place where people could <br />come to learn about how they can get their work on their credit to qualify for <br />mortgages so they can buy their first house. This has been a successful <br />collaboration at the Tri-Valley level. <br /> <br />Program 21.2 <br />Add a new , Inclusionary Zoning Ordinance: <br />Determine the feasibility and benefits of potentially increasing the affordability <br />requirements for multi-family developments of more than 15 units; making it <br />consistent with some of the goals in the Housing Element and other City affordable <br />programs which look at percentages of affordability higher than the 15 percent; and <br />identifying incentives for new development including three-bedroom units for large <br />families. <br /> <br />This will be addressed again with respect to the discussion on resolving issues <br />resulting from the Settlement Agreement <br /> <br />Program 34.7 <br />Add a new , Growth Management Ordinance: <br />Reflect current housing and infrastructure conditions and current housing needs. <br />Staff wants to ensure that the Ordinance meters out growth in a logical and rational <br />way in order to deal with many of the impacts of growth while also making sure it <br />PLANNING COMMISSION REGULAR MINUTES, April 27, 2011 Page 35 of 40 <br /> <br />
