Commissioner Pentin asked Chair Narum where she would put the units if she felt this <br />was too concentrated. <br /> <br />Chair Narum indicated that she would not say that it should be removed, but if a <br />reduction is to be made, she would do it in this area and probably at the Legacy <br />Partners site because it is the farthest out at this point. She added that if she were the <br />State looking at this, she would review the environmental impact and wildlife habitat to <br />determine if this were a viable site. <br /> <br />that the City is in the process of doing the EIR now and <br />inquired if it will be done before this is submitted to the State. <br /> <br />Mr. Dolan replied that it would not be done before the list is submitted to the State but <br />prior to the Commission adopting the list. He stated that the reality is the timing and the <br />pressure that the City is under. He noted that the City needs a list to evaluate that has <br />to be finalized, and it is possible that decisions made at this point would need <br />adjustments after the EIR is completed. He added that staff is making educated <br />assumptions about what will come out of the EIR but that a huge number of surprises is <br />not expected. <br /> <br />that what is being proposed is 12 acres out of 51 acres, <br />and if the 12 acres does not work, there are other acreages to consider and pick from <br />and shift to. <br /> <br />Commissioner Olson noted that it does not argue at this point that it should be taken off <br />the list. <br /> <br />Chair Narum agreed and commented that generally, this area needs review and there is <br />too much on the east side. <br /> <br />Commissioner Pentin noted that if there is another area to put housing in, he does not <br />see it on the map. <br /> <br />Chair Narum noted that there are 100 acres at this point. <br /> <br />Commissioner Olson stated that he felt that this could be a great location for really <br />well-done apartments or condominiums. <br /> <br />Commissioner Pentin agreed and stated that in 2014 when staff will be looking at the <br />next set of numbers, they will probably reach into the East Side Specific Plan area and <br />identify more of that land for housing. He noted that it will most likely go in there <br />anyway. <br /> <br />Commissioner Pearce stated that she thinks this is a great site, but considering the <br />impacts to the neighbors, traffic alone could be astronomical.
