Proposal to Prepare a Baseline Conditions Summary Report for the East Pleasanton Specific Plan Area Dear Brian: I greatly appreciate the opportunity to submit the following proposal on behalf of Rasmussen Planning, Inc. (RPI) to prepare a baseline information report for the East Pleasanton Specific Plan area. I am very familiar with the East Pleasanton area due to my previous planning involvement in two Pleasanton General Plan updates, the Stoneridge Drive Specific Plan, and the Staples Ranch Community Park Master Plan. I therefore hope to combine my experience and expertise in providing a high level of planning service for the City. A summary of RPI clients and services preformed is attached for your information. Additional professional background can also be viewed by going on-line to the RPI website at www.rasplan.com. SCOPE OF SERVICES RPI will prepare a summary baseline information report to be used during the specific plan process by the planning participants and other interested members of the public. This will consist of summaries and references to existing pertinent public planning documents, planning documents to be developed by the project proponent (Legacy Partners), and original research to be completed by RPI. Following is the proposed outline of the report contents. The estimated time breakdowns are noted at the end of each item. The proposed report contents include: • General Plan implications (6 hours) • General Plan EIR considerations (5 hours) • Staples Ranch Specific Plan (4 hours) • Alameda County's Quarry Lands Specific Plan and Reclamation Plan (5 hours) • Zone 7's Stream Management Master Plan (5 hours) • School District future plans (4 hours) IIPage
