BACKGROUND The preparation of an East Pleasanton Specific Plan is called for in the City's General Plan and is a City Council priority item. In addition, the Specific Plan Area encompasses two sites currently being considered as potential sites for rezoning to allow multifamily residential development as part of the City's Housing Element Update. In order for these sites to be considered viable housing sites they need to be available for development during the 2007 — 2014 Housing Element planning period. Therefore, work on the East Pleasanton Specific Plan must commence as soon as work on the Housing Element is completed in the first quarter of 2012. The preparation of a Baseline Conditions Summary Report will provide the background information necessary for staff, for consultants working on future environmental and planning studies, and for the public and any task force or advisory committee to start work on the specific plan. PROPOSAL Rasmussen Planning, Inc.'s proposal and budget is included as Attachment 2. The report will include a range of topics including the historical use of the site, policies and plans that pertain to the area, physical conditions, development opportunities and constraints. The budget also includes 35 hours of work that can be allocated by the City for additional research and analysis on topics not included in the scope of work. As outlined in the proposal, the final report will be completed by December 1 , 2011 . Wayne Rasmussen, President of Rasmussen Planning Inc. and the person who will complete this project, has experience in the East Pleasanton area due to his participation in two Pleasanton General Plan updates.
