BACKGROUND <br /> The preparation of an East Pleasanton Specific Plan is called for in the City's General <br /> Plan and is a City Council priority item. In addition, the Specific Plan Area encompasses <br /> two sites currently being considered as potential sites for rezoning to allow multifamily <br /> residential development as part of the City's Housing Element Update. In order for these <br /> sites to be considered viable housing sites they need to be available for development <br /> during the 2007 — 2014 Housing Element planning period. Therefore, work on the East <br /> Pleasanton Specific Plan must commence as soon as work on the Housing Element is <br /> completed in the first quarter of 2012. The preparation of a Baseline Conditions <br /> Summary Report will provide the background information necessary for staff, for <br /> consultants working on future environmental and planning studies, and for the public and <br /> any task force or advisory committee to start work on the specific plan. <br /> PROPOSAL <br /> Rasmussen Planning, Inc.'s proposal and budget is included as Attachment 2. The <br /> report will include a range of topics including the historical use of the site, policies and <br /> plans that pertain to the area, physical conditions, development opportunities and <br /> constraints. The budget also includes 35 hours of work that can be allocated by the City <br /> for additional research and analysis on topics not included in the scope of work. As <br /> outlined in the proposal, the final report will be completed by December 1 , 2011 .
