LIN INTERNATIONAL IN THE AMOUNT OF $74,490 TO PREPARE RETAINING WALL DESIGNS, SUPPLEMENTAL TRAFFIC FORECASTS AND AN UPDATED NES REPORT FOR THE I-580/FOOTHILL ROAD INTERCHANGE SUMMARY In July 2010 the City Council approved a Professional Services Agreement with T.Y. Lin International to prepare project plans, specifications and estimates (PS&E) and environmental documentation for the 1-580/ Foothill Road Interchange for the not-to- exceed amount of$372,638. A recent soils test revealed poor soils and high groundwater that would not support a standard retaining wall along a portion of the proposed interchange improvements. Special retaining walls that include detailed design calculations and additional design sheets are required. This scope of work was not included in the original contract. In addition, Caltrans has requested updated supplemental traffic forecasts and an update to the 2001 Natural Environment Study. RECOMMENDATION 1. Approve the First Amendment to Agreement with T.Y. Lin International to prepare retaining wall designs, a supplemental traffic analysis and an updated NES report for the I-580/Foothill Road interchange for the not-to-exceed amount of$74,490. 2. Extend the expiration date listed under Section 3 "Terms" of the original agreement to October 31, 2012, resulting from the additional items, the unexpected need for Caltrans to oversee the project, and procedural delays. 3. Authorize the City Manager to execute the First Amendment to Agreement. FINANCIAL STATEMENT The First Amendment to Agreement will be funded by the Tri-Valley Transportation Development Fee (regional traffic impact fee). On April 12, 2010, the Tri-Valley Transportation Council (TVTC) approved and allocated to the City the amount of $753,041 for the interchange project design and construction. The proposed amendment will increase the project design budget to $447,128.
