LIN <br /> INTERNATIONAL IN THE AMOUNT OF $74,490 TO PREPARE <br /> RETAINING WALL DESIGNS, SUPPLEMENTAL TRAFFIC FORECASTS <br /> AND AN UPDATED NES REPORT FOR THE I-580/FOOTHILL ROAD <br /> INTERCHANGE <br /> SUMMARY <br /> In July 2010 the City Council approved a Professional Services Agreement with T.Y. Lin <br /> International to prepare project plans, specifications and estimates (PS&E) and <br /> environmental documentation for the 1-580/ Foothill Road Interchange for the not-to- <br /> exceed amount of$372,638. <br /> A recent soils test revealed poor soils and high groundwater that would not support a <br /> standard retaining wall along a portion of the proposed interchange improvements. <br /> Special retaining walls that include detailed design calculations and additional design <br /> sheets are required. This scope of work was not included in the original contract. <br /> In addition, Caltrans has requested updated supplemental traffic forecasts and an <br /> update to the 2001 Natural Environment Study. <br /> RECOMMENDATION <br /> 1. Approve the First Amendment to Agreement with T.Y. Lin International to prepare <br /> retaining wall designs, a supplemental traffic analysis and an updated NES report for <br /> the I-580/Foothill Road interchange for the not-to-exceed amount of$74,490. <br /> 2. Extend the expiration date listed under Section 3 "Terms" of the original agreement <br /> to October 31, 2012, resulting from the additional items, the unexpected need for <br /> Caltrans to oversee the project, and procedural delays. <br /> 3. Authorize the City Manager to execute the First Amendment to Agreement. <br /> FINANCIAL STATEMENT <br /> The First Amendment to Agreement will be funded by the Tri-Valley Transportation <br /> Development Fee (regional traffic impact fee). On April 12, 2010, the Tri-Valley <br /> Transportation Council (TVTC) approved and allocated to the City the amount of <br /> $753,041 for the interchange project design and construction. The proposed <br /> amendment will increase the project design budget to $447,128. <br />
