This would allow the City Council to make a final selection of <br /> sites based on comments from HCD and information included in the Environmental <br /> Impact Report. <br /> CONSISTENCY OF DRAFT HOUSING ELEMENT WITH STATE HOUSING LAW <br /> Staff and the City's Housing Element consultant are completing a review of the Draft <br /> Housing Element and Background Report (Attachments 1 and 2) to ensure that all <br /> required data and analysis is included and that the mandates of recent housing <br /> legislation are met prior to the submittal of the Draft Housing Element to HCD. <br /> TAX CREDIT ALLOCATION COMMITTEE (TCAC) SCORING OF SITES <br /> Part of the Settlement Agreement includes a commitment by the City to score the <br /> potential sites using site amenity criteria included in the California Tax Credit Allocation <br /> Committee (TCAC) Application. These criteria are similar to those used by the Housing <br /> Element Task Force to rate the sites, and are focused on amenities such as: distance to <br /> transit, parks, library, grocery store, school, senior center, medical clinic, pharmacy, and <br /> other service facilities. Staff has prepared this information and has met with several <br /> affordable housing providers to discuss the results. <br /> ENVIRONMENTAL REVIEW <br /> Staff and consultants are currently preparing a draft Environmental Impact Report for this <br /> project. A draft EIR is anticipated to be available in August 2011, prior to any formal <br /> action being taken on rezoning any sites or adopting the Housing Element. <br /> PUBLIC NOTICE <br /> Notice of this item was published in The Valley Times. Notice cards were sent to owners <br /> and tenants in properties within 1,000 feet of each of the potential housing sites. In <br /> addition, the City sent notification to about 420 interested parties who have provided e- <br /> mail addresses during the Housing Element update process. <br /> PUBLIC COMMENT <br /> Attached to this agenda report as Attachment 11 are communications from the public <br /> received since the Planning Commission meeting on June 22. However, since the start <br /> of the Housing Element Update process several hundred communications have been <br /> received. These are available for review on the City's website on the Housing Element <br /> Update/Task Force page under "Comments". <br /> NEXT STEPS <br /> Attachment 10 provides an overview of the remaining steps in the Housing Element <br /> update process which include: responding to HCD's comments; review and consideration <br /> of the Environmental Impact Report; formal review of the Draft Housing Element by the <br /> Housing Commission and Planning Commission and adoption by the City Council; and, <br /> concurrent redesignation of sites to allow multifamily residential development sufficient to <br /> meet the City's share of the regional housing need. <br /> Page 8 of 9 <br />
