include a funding plan for infrastructure including El Charro Road would be started in the
first quarter of 2012 and finished in the second quarter of 2013.
On June 20, 2011, following the last Housing Element Task Force meeting, staff held an
additional community workshop focused on the four sites that were not on the list of
potential sites at the time of the three March community workshops. These sites were:
Site 18: Downtown (San Francisco site); Site 19: Sunol Boulevard and Sonoma Drive;
Site 20: Sunol Boulevard and Sycamore Road; and Site 21, 4202 Stanley. Approximately
25 people attended. There were general comments and questions regarding the Housing
Element process, required densities, and the percentage of units affordable to low and
very-low income households. Three neighbors of 4202 Stanley Boulevard (Site 21) had
concerns about parking, traffic congestion and neighborhood fit. A written comment was
received regarding Site 18 (Downtown San Francisco site) about potential traffic and
parking issues and suggested the area should be developed as a park.
As noted above, at its June 22 meeting, the Planning Commission made some
adjustments to the density on two sites and increased the size of Site #8, Auf de
Maur/Rickenbach. The Planning Commission's recommendations regarding sites is
shown in Attachment 9. The Planning Commission also suggested that the property
owner of Site 8 provide an opportunity for community discussion of increasing the
number of multifamily units on the site. E. S. Ring Management Corporation is holding
an open house on Thursday, July 14. Staff will provide a verbal report on this meeting on
July 19.
Housing Need vs. Site Capacity: The list of sites as forwarded from the Planning
Commission includes capacity for approximately 3,200 units. The table below compares
this number to the City's need for rezoning.
Density/Affordability Need as Calculated Planning
in Attachment X Commission
Recommendation
Attachment X
23 units per 331 units 737 units
acre/affordable to
moderate income
households
30+ units per 1,661 units 2,488 units
acre/affordable to low
or very-low income
households
Total 1,992 3,225
The City Council may wish to make further amendments to this list to more closely match
the calculated need. Or it may choose to take the full list through the review process with
HCD with the caveat that rezoning would be limited to the identified need of
Page 7 of 9
