BACKGROUND <br /> The California Urban Water Management Planning Act (UWMP Act), established in <br /> 1983, directs water agencies in carrying out their long-term resource planning <br /> responsibilities to ensure adequate water supplies are available to meet existing and <br /> future demand. The UWMP Act requires urban water suppliers with 3,000 or more <br /> service connections or supplying 3,000 or more acre-feet of water per year to prepare <br /> and submit to the California Department of Water Resources their UWMP every five <br /> years (ending in 0 and 5; a 6-month extension was provided for the 2010 UWMP). <br /> Following three successive years of drought, and concerns over California's aging water <br /> supply delivery infrastructure, in 2009 the Governor declared all water suppliers are to <br /> reduce their water use by 20% by the year 2020. The Water Conservation Bill of 2009 <br /> (also referred to as SBX7-7) incorporates this declaration into the State Water Code. <br /> The City of Pleasanton adopted its previous UWMP in 2002. The 2002 UWMP guided <br /> the development of the City's early water conservation program efforts. The Draft 2010 <br /> UWMP has been available for public review and comment from May 2, 2011 through <br /> June 8, 2011 . A public hearing was held on June 8, 2011 to formally discuss the Draft <br /> with the public and receive feedback. <br /> DISCUSSION <br /> City staff has contacted various organizations, local businesses, and relevant water <br /> agencies and the county to encourage community involvement in the Draft 2010 Urban <br /> Water Management Plan. Careful planning and consideration has been taken into <br /> account to address all the requirements necessary by the UWMP Act and the Water <br /> Conservation Bill of 2009.
