BACKGROUND <br /> The County Public Health Department, through its Division of Emergency Medical <br /> Services, is the local agency charged with oversight of first responder paramedic <br /> services and is also the local agency that administers and manages the contract for the <br /> paramedic service providers. To meet its oversight responsibilities, the County depends <br /> on local fire departments to provide first responder paramedic assistance at medical <br /> emergencies. Cities with fire departments that deliver FRALS services, and meet <br /> certain eligibility standards, receive compensation from the County. The City has had <br /> such an agreement with the County since 1999. In 2008, the County hired a consultant <br /> to review their EMS system and make recommendations for improvement. As a result, <br /> the agreement has been rewritten to reflect those recommendations, but is still under <br /> review, and will not be completed before the current agreement expires. See <br /> Attachment 2. This extension will insure that LPFD will continue to receive FRALS <br /> revenue for service. Under the terms of the new contract, the ALS transport provider, <br /> Paramedics Plus, will provide certain ALS equipment to FRALS agencies that choose to <br /> accept it. The Equipment Loan Agreement outlines the terms of the use of this <br /> equipment. <br /> DISCUSSION <br /> The existing agreement with the County for the LPFD to provide FRALS services began <br /> on July 1, 2004 with Contract C2004-783; which was followed by a two-year extension <br /> (Contract C2004-783) that is set to expire on June 30, 2011. See Attachment 3. <br /> Compensation to the City would be according to the new FRALS contract (currently <br /> under review) and retroactive to July 1, 2011. Compensation is based on the number of <br /> paramedic units available per day.
