14
THE CITY OF
rite
pL£AS4NTON; CITY COUNCIL AGENDA REPORT
June 21, 2011
Fire
TITLE: AUTHORIZE AN EXTENSION TO THE FIRST RESPONDER
ADVANCED LIFE SUPPORT SERVICES AGREEMENT BETWEEN THE
CITY AND THE COUNTY OF ALAMEDA
SUMMARY
The County of Alameda (County) has an existing agreement with the City for the
Livermore-Pleasanton Fire Department (LPFD) to provide First Responder Advanced
Life Support (FRALS) services. A new contract is currently under negotiation. The
proposed amendment extends the current agreement through October 31, 2011 or until
the date the new agreement is executed by both the City and County, whichever date is
sooner. This Agreement also includes an Equipment Loan Agreement between the City
and Paramedics Plus, the Advanced Life Support (ALS) provider for County. See
Attachment 1.
RECOMMENDATION
Staff requests the City Council authorize the City Manager to approve an amendment to
the FRALS agreement between the City and the County.
FINANCIAL STATEMENT
The County currently compensates the City for the 5-LPFD paramedic units that provide
FRALS services in the event of a medical emergency. Extension of the FRALS
agreement allows the City to remain eligible to receive compensation for first responder
paramedic services provided by the LPFD. Anticipated revenues are included in the
City Revenue forecast for fiscal year 2011-12. The acceptance of the Equipment Loan
Agreement eliminates the need for the LPFD to purchase 14 monitors and chest
compression devices ($588,000). The City's savings, per the cost sharing agreement
for the LPFD would be $311,446.
