When ICS was first retained by the City in 2001, goals were established to develop <br /> consistent, timely and efficient procedures in compliance with state requirements. In <br /> addition, providing exceptional customer service to both injured workers and City staff <br /> who perform a function in the worker's compensation program was emphasized. ICS <br /> successfully streamlined the case management process and has performed well over <br /> the years to meet the needs and maintain the high standards set by the City. Third- <br /> party administrators must engage in timely communication with injured workers and <br /> Human Resources staff. They are required to maintain comprehensive and meticulous <br /> records regarding the status of injured employees, including the preparation of the <br /> injured worker's medical care plan, development of a return-to-work program based on <br /> work restrictions outlined by the physician and managing the process should legal <br /> counsel be retained. The City has been pleased with the overall performance of ICS as <br /> its third-party administrator. <br /> In addition to ICS having a history of performing well for the City, by continuing with this <br /> firm, the City will not need to transition the claims data and cases to another company. <br /> The transition is a labor intensive and time consuming process, and involves developing <br /> new relationships between claims administrators and injured workers/City staff. <br /> In conclusion, staff is recommending the City enter into a three year contract with <br /> Innovative Claim Solutions, Inc. with an option for extending the contact by an additional <br /> two years. <br /> Submitted by: Fiscal Review: Approved by: <br /> ulie Yua Miu Emily agner Nelson Fialho <br /> Assistant City Manager Director of Finance City Manager <br /> Attachments: <br /> Proposed Contract for Services with Innovative Claims Solutions, Inc. <br /> Page 3 of 3 <br />
