BACKGROUND The subject project is an annual project that is scheduled to be funded as part of the 2011-12 Capital Improvement Program with a project budget of$2,650,000. The budget is being presented to the City Council June 21, 2011 for approval. Funding for this project includes Gas Tax, Measure B, and Proposition 1B monies. In addition to this funding, there is money remaining in last year's Annual Resurfacing Project (CIP 105003) in the amount of $1,245,914. Staff recommends the entire balance from CIP 105003 be transferred to this project. In addition, staff recommends awarding this project prior to approval of the entire 2011-12 CIP budget to ensure that paving can be completed during the hot summer days (above 70° F), meeting the required placement temperatures for open graded paving. Approval will allow this project to be substantially completed prior to the scheduled start of a second large paving project this summer. This will limit the impacts to the community of large portions of the City being under construction at the same time. The Notice to Proceed will not be issued until the budget is approved and the project is fully funded. The current project consists of approximately 1,337,000 square feet of pavement resurfacing for the following streets.
