THE CITY OF <br /> “I" lie GEOLOGIC HAZARD ABATEMENT <br /> f L£ASANTONO DISTRICT AGENDA REPORT <br /> May 17, 2011 <br /> Community Development <br /> Engineering Division <br /> TITLE: ADOPT RESOLUTIONS APPROVING THE ENGINEER'S REPORTS FOR <br /> THE GEOLOGIC HAZARD ABATEMENT DISTRICTS (GHAD) FOR OAK <br /> TREE FARM, MOLLER RANCH, LAUREL CREEK ESTATES (THE <br /> PRESERVE, OAK HILL ESTATES, AND KOLB RANCH ESTATES), AND <br /> LEMOINE RANCH ESTATES AND DECLARING THE BOARD'S <br /> INTENTION TO ASSESS THE PROPERTIES FOR THE COST TO <br /> MAINTAIN AND OPERATE THE DISTRICTS AND SETTING JUNE 21, 2011 <br /> AS THE PUBLIC HEARING DATE <br /> SUMMARY <br /> A Geologic Hazard Abatement District (GHAD) is a property assessment district that is <br /> formed to conduct geologic and storm drainage monitoring, maintenance and repair <br /> work within the District, as well as repair landslides, using assessment funds. At the <br /> request of property developers, the City has formed four GHADs: Oak Tree Farm, <br /> Moller Ranch, Laurel Creek Estates (The Preserve, Oak Hill Estates and Kolb Ranch <br /> Estates) and Lemoine Ranch Estates. All are located on the west side of Foothill Road, <br /> in areas that require annual monitoring and maintenance of geologic features. This <br /> report proposes assessments to be levied on properties within the Districts for the <br /> upcoming tax year. <br /> RECOMMENDATION <br /> 1. Convene as the Board of Directors for the Oak Tree Farm, Moller Ranch, Laurel <br /> Creek Estates (The Preserve, Oak Hill Estates and Kolb Ranch Estates) and <br /> Lemoine Ranch Estates Geologic Hazard Abatement Districts. <br /> 2. Adopt a resolution approving the Engineer's Reports for the subject GHADs and <br /> approving and declaring the Board's intentions to assess the properties within the <br /> GHADs for the costs to maintain and operate the GHADs. <br /> 3. Set June 21 , 2011, as the date of the public hearings for the Board to hear protests <br /> concerning the proposed assessments. <br /> 4. Direct the Clerk of the District to mail a notice of the public hearings to the owners of <br /> real property located in the Geologic Hazard Abatement Districts. <br /> FINANCIAL STATEMENT <br /> Due to the City's ownership of parcels of land within each of these Districts upon which <br /> public facilities (such as water tanks and pump stations) are located, the City pays a <br /> share of the Oak Tree Farm assessment ($275), a share of the Moller Ranch <br />
