RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> DELEGATING AUTHORITY TO CITY MANAGER TO ACT IN MATTERS RELATING <br /> TO CALIFORNIA STATE ASSOCIATION OF COUNTIES — EXCESS INSURANCE <br /> AUTHORITY <br /> WHEREAS, the California State Association of Counties — Excess Insurance Authority <br /> (CSAC-EIA) has determined that it is necessary for each member of the CSAC-EIA to delegate <br /> to a person or position to act on the member's behalf in matters relating to the member and the <br /> CSAC-EIA; and <br /> WHEREAS, except as to those actions that must be approved by the City Council of the <br /> City of Pleasanton, such delegation of authority is necessary in order to carry out the purposes <br /> and functions of the CSAC-EIA with its members; and <br /> WHEREAS, in order to ensure a person or position is delegated with authority to act on <br /> the member's behalf in matters relating to the member and the CSAC-EIA, action by the <br /> member's governing body is necessary; and <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> Section 1: Except as to the actions that must be approved by the City Council of the City of <br /> Pleasanton, City Manager is hereby appointed to act in all matters relating to the member and <br /> the CSAC-EIA. <br /> Section 2: City Clerk shall certify to the passage of this resolution and enter it into the book of <br /> original resolutions. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a <br /> regular meeting held on <br /> I, Karen Diaz, City Clerk of the City of Pleasanton, California, certify that the foregoing <br /> resolution was adopted by the City Council at a regular meeting held on the 17th of May 2011, <br /> by the following vote: <br /> Ayes: <br /> Noes: <br /> Absent: <br /> Abstain: <br /> Karen Diaz, City Clerk <br /> APPROVED AS TO FORM: <br /> Jonathan P.
