Minutes <br /> March 28, 2011 <br /> Joint Meeting of the <br /> Pleasanton City Council and the <br /> Pleasanton Unified School District Board of Trustees <br /> 1. CALL TO ORDER <br /> The meeting was called to order by Vice Mayor Cheryl Cook-Kallio at 7:05 p.m. and Board President <br /> Valerie Arkin. Jarrod Senechal, a Junior at Amador Valley High School lead the Pledge of Allegiance. <br /> 2. ROLL CALL <br /> Present: Vice Mayor Cheryl Cook-Kallio; Councilmembers Cindy McGovern and Jerry Thorne; <br /> Board President Valerie Arkin; Clerk Jamie Hintzke; Board Members Jeff Bowser, Chris <br /> Grant and Joan Laursen. <br /> Absent: Mayor Jennifer Hosterman and Councilmember Matt Sullivan were absent. <br /> Vice Mayor Cook-Kallio noted that Mayor Hosterman was ill and Councilmember Sullivan had a loss <br /> in his family and offered her condolences to him and his family. <br /> Vice Mayor Cook-Kallio asked if agenda could be amended and agenda item #7 Overview of 2011 <br /> Youth in Government Day could be moved after Public Comment, for there were several students <br /> present that needed to go home and do homework, plus have agenda items #4 Housing Element <br /> Update and#5 Hacienda Task Force Update to be presented together. <br /> 3. PUBLIC COMMENT <br /> Jill Miller noted she received her measure ballot in the mail and thanked the board for including a <br /> special emphasis on math, science and reading, for it's so important in a global market field to have <br /> students with skills in those areas to compete. She quoted from the USA Today scores in 2009 of the <br /> International Student Assessment, showed out of 34 countries; we ranked 17th in Science, 14th in <br /> Reading and 25th in Math. <br /> 4. HOUSING ELEMENT UPDATE and 5. HACIENDA TASK FORCE UPDATE <br /> City Manager Nelson Fialho introduced the items. He updated the group on a planning process that <br /> was recently completed related to the rezoning of the Hacienda Business Park or some properties <br /> within it. The process took over 12 months to complete, at the recommendations that came from the <br /> multi task force which included Board Member Arkin, Councilmember Cook-Kallio, Councilmember <br /> Sullivan and a number of other community members. It was recommended to sit down with the Board <br /> over the coming year to discuss school impacts as it relates to the rezoning of the properties in the <br /> business park. <br /> He shared that the second item that would be discussed was an update of the housing element, also <br /> known as "land use planning". The City is required by law to have a plan that explains to the <br /> community how we are going to go about planning for all various income type homes in our <br /> community, ranging from high income to low income. There's a timeline to complete this process by <br /> August 16, 2011, with a draft plan completed, reviewed by the state and hopefully adopted by the end <br /> of this calendar year. The impact of those zoning projects has impacts of our school infrastructures <br /> and is the reason we want to have a discussion with the district about what that plan might look like. <br /> As we're starting the discussion today and over the coming months how to accommodate growth from <br /> a school impact perspective. <br /> Mr. Fialho introduced Mr. Brian Dolan, Director of Community Development who reiterated that both <br /> of these items are related with a common thread between them and both involve rezoning. He briefly <br /> went over the Hacienda Rezonings, which he stated was a left over obligation from our last housing <br /> element that was adopted in 2003.
