BACKGROUND <br /> The American Recovery and Reinvestment Act of 2009 was signed by President <br /> Obama on February 17, 2009, to stimulate the national economy. The ARRA funding <br /> for Local Street and Road (LS &R) System Preservation projects is divided into <br /> "Regional ARRA Funding" and "State ARRA Funding." <br /> The City of Pleasanton received $1,588,000 from Regional ARRA Funding and <br /> $370,000 from State ARRA Funding. These ARRA fundings were divided into the <br /> following three projects: <br /> 1) Overlay of Various City Streets, CIP No. 095014, utilized the Regional ARRA <br /> Funding of $1,588,000. After receiving the bid for this project, it was estimated that <br /> $1,216,711 from Regional ARRA Funding would be utilized for the total cost of this <br /> project, including construction contract, contingency, and construction services and <br /> management costs. Since the total cost is less than the Regional funds, the City of <br /> Pleasanton is eligible to receive $371,289 categorized as ARRA "cost savings" on <br /> another qualifying Local Streets and Road Preservation project. <br /> 2) The subject project, Santa Rita Road Pavement Rehabilitation, CIP No. 105023, <br /> which utilized Regional ARRA "Cost Savings" of $371,289. <br /> 3) Bernal Avenue Pavement Rehabilitation, CIP No. 095026, utilized the State ARRA <br /> Funding. This project was completed and accepted by the City Council on <br /> January 4, 2011. The total reimbursement amount of $370,000 has been received. <br /> On December 1, 2009, the City Council adopted a resolution authorizing the application <br /> for ARRA 2009 Cost Saving funding for this project. On March 26, 2010, staff received <br /> approval from the Department of Transportation to proceed with the construction of this <br /> project. <br /> On June 1, 2010, the City Council awarded the construction contract to rehabilitate the <br /> pavement surface on Santa Rita Road to G. Bortolotto & Company in the amount of <br /> $373,994.39. Santa Rita Road between Valley Avenue and Jensen Street was chosen <br /> for pavement rehabilitation because roadway condition warranted repair and met the <br /> requirements for ARRA funding. Damaged pavement totaling 24,000 square feet was <br /> repaired. All non - compliant ADA access ramps within the project limits have been <br /> upgraded. New roadway legends, striping, traffic loops, and video detection equipment <br /> were also installed. <br /> The subject project has since been completed and is ready for acceptance. <br /> Budget <br /> This project was approved by the City Council utilizing a fixed amount of $371,289 of <br /> ARRA funding plus local funding (gas tax) of $98,505. This local funding has been <br /> allocated from the Annual Resurfacing of Various City Streets project, CIP No. 095003. <br /> Contract change orders totaled a net increase of $4,048.40 (1.1% of construction <br /> contract), resulting from an increase in material quantities. <br /> Page 2 of 3 <br />
