Allowed Uses <br />Chair Narum proposed that “Adult Book Stores” be included under “Expressly Prohibited <br />Uses” under “D. Allowed Uses” on page 15 of the Standards and Design Guidelines, <br />Exhibit A of the staff report, if this is not already included in the Municipal Code. <br />The Commissioners agreed. <br />There was consensus to add “Adult Book Stores” to “Expressly Prohibited Uses” <br />under “D. Allowed Uses.” <br />Commissioner Pentin noted that “Variety stores” was changed to “Specialty retail <br />stores,” which is already listed a few lines above it. <br />Chair Narum noted that there was a comment from Ms. Dennis regarding the use of the <br />term office” versus “center” under “Social services” on page 15 of the Guidelines. <br />Mr. Dolan explained that there was concern that one could make a case that “center” <br />could include a homeless shelter. He clarified that having something more than an <br />office but not necessarily a shelter is appropriate. He indicated that staff would use <br />another term to address Ms. Dennis’ concern. <br />There was consensus to replace the term “office” with something more <br />appropriate to reflect a use that is more than an office but not necessarily a <br />shelter. <br />Commissioner Blank referred to the “Conditionally Allowed Uses “on page 16 of the <br />Guidelines regarding normal business hours between 10:00 p.m. and 6:00 a.m. He <br />indicated that most businesses do not operate during these hours, although Starbucks <br />on Valley Avenue opens at 4:50 a.m. He inquired if a coffee shop moving into a retail <br />location would be required to do anything special. <br />Ms. Stern replied that a Conditional Use Permit would be required. <br />Commissioner Blank inquired if that would come before the Commission. <br />Ms. Stern said yes. <br />Commissioner Blank commented that he thinks this is a bit restrictive. <br />Chair Narum stated that the way this was written in the Workshop, a 7-Eleven store <br />operating 24 hours a day would have been a permitted use. <br />Commissioner Blank indicated that he was specifically referring to a coffee shop. <br />PLANNING COMMISSION MEETING MINUTES, January 26, 2011 Page 39 of 50 <br /> <br />
