BACKGROUND
Sanitary Sewer Pump Station S -6 has reached its life expectancy and needs to be
replaced. During the design of the new pump station it was identified that additional
easement would be required for the installation of the new pump station. The City
negotiated the purchase cif the required pump station parcel of property from the
California Department of Transportation. The signed Right -of -Entry and Option -to-
Purchase agreements and funding were submitted to Caltrans for the purchase of the
property. During the review of the documents for acceptance by the California
Transportation Commission, a resolution was identified as being required.
DISCUSSION
Easement:
The existing Sanitary Sewer Lift Station S -6 is currently situated on a State of California
Department of Transportation (Caltrans) public utility easement and an additional
permanent easement area is necessary to complete this project. As a result of
negotiations, Caltrans has determined this land to be excess land and has agreed to
sell the 24,045 square feet parcel for $160,200 and enter into "Right-of-Entry" and
"Option -to- Purchase" agreements. Dean Chapman & Associates, an appraisal firm
hired by the City, reviewed the purchase agreement and deemed the purchase price of
$160,200 to be reasonable. The Right -of -Entry agreement will allow the project to begin
construction while the process of the land purchase can be completed. The purchase of
the parcel will ensure that the City of Pleasanton can maintain unrestricted access and
provide additional space for maintenance activities and /or future growth. Purchasing the
land instead of easements will reduce the cost of future projects by not requiring
purchase of additional perrnanent and temporary construction easements and delays
associated with attaining easements.
The purchase of the parcel was approved by the City Council March 1, 2011. All of the
contracts have been approved and signed by both parties. Funding for the purchase of
the land has been submitted to Caltrans. For final acceptance of the sale of the parcel,
the California Transportation Commission (CTC) has requested a resolution for
authorization and acceptance of the parcel for intended public purposes. Once the
resolution is received, the parcel will be submitted at the next scheduled CTC meeting.
Once approved by the CTC, the deed will be transferred to the City of Pleasanton.
Schedule
The proposed schedule for the subject project is as follows:
Approval of Resolution April 19, 2011
Submit Sale to CTC for approval May 2011
Recordation of Deed June 2011
