BACKGROUND <br /> The proposed traffic signal at West Las Positas Boulevard and Muirwood Drive is <br /> identified in the City's General Plan. The intersection is also identified as a high priority <br /> in the City's Traffic Signal Priority List and is necessary to mitigate school related traffic <br /> congestion during the morning and afternoon peak hours. The project will replace the <br /> existing all way stop signs with a traffic signal, which includes all required traffic signal <br /> equipment, traffic signal interconnect equipment, and miscellaneous signing and <br /> striping. This project will also reduce the size of the intersection, improving approaching <br /> sight distance, pedestrian access, bicycle circulation, and intersection operations. <br /> The proposed intersection improvements at Stoneridge Drive and Stoneridge Mall Road <br /> will reconstruct the existing northeast curb and sidewalk, allowing the existing third <br /> westbound through lane to be converted to a shared through /right turn lane. These <br /> improvements are required as part of an existing agreement between the City and <br /> BART to mitigate impacts from the recently opened West Dublin BART Station. <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this traffic signal installation project were opened on March 16, 2011. <br /> There were seven (7) bids received ranging between $456,577 and $543,000. The <br /> apparent low bid was 16% lower than the engineer's estimate of $544,000 (see <br /> Attachment 3 for Bid Summary).
