Steve Wright, Communications Vice President, Silicon Valley Leadership Group, invited the <br /> Council to join other Councils to Washington, D.C. on March 15 -17, 2011 and to Sacramento on <br /> April 12 and 13, 2011 to assist the group in delivering a federal policy paper on jobs and <br /> manufacturing. <br /> Councilmember Thorne said he will be at the National League of Cities Conference in <br /> Washington, D.C. and agreed to join the leadership group. <br /> David Miller spoke of pension costs, unfunded liabilities facts and re- opening of the employee <br /> contract. He questioned next steps to discuss the process of the contract negotiation process <br /> and asked for continued communications with staff. <br /> Mayor Hosterman said staff and Council are engaged in negotiations and will meet in Closed <br /> Session tonight to receive an update. <br /> Kristina Verdile voiced concern the new Safeway Store's negative effect on smaller groceries in <br /> town, added crime to the area, and its building on sacred burial sites of the Ohlone people. She <br /> spoke of great protests to come, and asked to honor and keep sacred the animals and <br /> ancestors on the site. <br /> Mayor Hosterman requested staff follow -up in contacting Ms. Verdile regarding the matter. <br /> Councilmember Sullivan spoke of Council response during public comment, and confirmed with <br /> Mr. Norman that his request has to do with Council speaking out as to whether they support or <br /> oppose the wars and whether or not they would like them to end. <br /> Cy Matin asked the City take some stand about the wars, and spoke of the history of unions and <br /> union pay, review of the City's budget deficit, and need for accountability. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 8. Update regarding American Disabilities Act detectable warning requirements for detection <br /> by pedestrians with visual impairments <br /> Director of Operation Services Daniel Smith gave the staff presentation, stating the Council <br /> requested research on the color of the detectable warnings on ADA ramps throughout the City. <br /> He reviewed the City's program and provisions under the Americans with Disabilities Act (ADA), <br /> and described efforts of the City's ADA Committee comprised of community organizations and <br /> City staff who meet on a regular basis on ADA projects. <br /> He noted all ramps have been surveyed and integrated into the GIS system and maintenance <br /> management system and reviewed work to date and future work on ADA ramps, publication of <br /> guidelines for public rights -of -way and truncated domes. City staff recommends that the City <br /> continue to utilize the federal yellow polymer detectable warning tiles for all future installations <br /> for sidewalk and ramps in order to provide the most luminance contrast and best reflectance <br /> throughout the City. However, if directed by the City Council, staff would further explore using <br /> other colors such as brick or colonial red at appropriate locations such as the Main Street <br /> corridor where there are smaller intersection widths and paver colors at crosswalks that would <br /> provide the desired contrast between the detectable warning devices and the surrounding <br /> material. <br /> City Council Minutes Page 3 of 7 March 1, 2011 <br />
