Staff has already met with several different qualified contractors on site to discuss <br /> options for repairs. The repair work will likely be done on a time and materials basis, <br /> with supplemental work done by City staff using City equipment to minimize costs. <br /> Costs are anticipated to be approximately $200,000, and will depend, in part, on soil <br /> conditions encountered (e.g. encountering significant rocks at the 4 to 5 foot depth <br /> needed for the pipe will increase trenching and backfill costs). <br /> DISCUSSION <br /> After the City Manager's proclamation of a local emergency on March 25th, the <br /> Municipal Code section 2.66.040.A.1 now requires that the City Council ratify such <br /> proclamation within seven (7) days. This Special Meeting has therefore been called to <br /> allow the City Council to adopt the attached resolution ratifying the declaration of a local <br /> emergency (see Attachment 2). <br /> As City staff has only been able to put in place a temporary above - ground hose to <br /> bridge the broken water main to restore at least some water service to the 160 homes, <br /> the need for a permanent repair of the water main remains critical for safe and reliable <br /> potable water and fire hydrant service.
