The City
has negotiated a deadline of August 16, 2011 (the original deadline was June 30, 2009)
to submit an updated Housing Element to the State Department of Housing and
Community Development.
Of most interest to the Pleasanton Unified School District is the requirement that the
City rezone a minimum of 70 acres of vacant or under - utilized land for residential
development at densities the State presumes will foster the production of affordable
housing in the community. Specifically, the City must rezone at least 55 acres for
development at a minimum of 30 units per acre, and an additional 15 acres at a
minimum residential density of 23 units per acre. These rezonings would allow for
approximately 2,000 additional housing units in Pleasanton. The preliminary list of
potential sites being considered for rezoning by the City is also attached. Using the
District's ratios for children per household, these additional units will provide housing for
households anticipated to add about 820* school -age children to our population. This
information will be critical fcr consideration in the next PUSD demographic study.
The City has no obligation to construct housing on the sites that will be rezoned as part
of the Housing Element process, but rather, to review private development proposals
when brought forward to the City by the development community. It is possible that
some of the development that is proposed could be projects brought forward by
non - profit developers of affordable housing.
Calculated using TOD generation rate of .41 x 1992 units.
TOD generation rate from Fall 2009 /Fall 2010 Report prepared by Davis Demographic &
Planning, Inc.
