• Local and Regional Emergency /Disaster Management — potential advanced <br />communications tool for large -scale emergency operations and /or community, <br />corporate, government and news media interfaces; alerts; announcements; <br />demonstrations; training. <br />• Time and Cost savings — save on personnel /team scheduling and financial <br />demands, travel time and costs, and essentially do more with less overhead. <br />• Environmentally - friendly — save energy, decrease fuel demands, and reduce <br />carbon emissions by less travel. <br />Over the past several months, fire and city staff researched and reviewed numerous <br />available systems and technologies and ultimately identified the LifeSizeTM suite of <br />products as the most - viable, preferred, and cost - effective high- definition video - <br />conferencing solution for deployment throughout all of the LPFD facilities. On January <br />11, 2011, the LPFD issued a Request for Proposal (RFP) for a state -of- the -art high - <br />definition video - conferencing system. <br />The following Proposals were received: <br />Imagine Technologies, Inc <br />Integrated Media Systems <br />ExtraTeam, Inc <br />American Fork, UT <br />Hayward, CA <br />Pleasanton, CA <br />$210,306.00 <br />$150,813.01 <br />$139,746.00 <br />The vendor response assessments by the fire and city IT staff were based on response <br />evaluation criteria which included: <br />o Understanding of Our Needs/Thoroughness of Submitted Material <br />o Pre - Implementation Assessment and Design <br />o Team Composition and Experience <br />o Project Management and Implementation <br />o Costs <br />o Quality of References and Experience <br />o Project Schedule <br />o Post Implemeritation/Warranty <br />Fire and city staff carefully reviewed the proposals and determined that ExtraTeam, Inc, <br />was the most responsive and preferred vendor to provide a comprehensive video <br />conferencing solution for LPFD. <br />ExtraTeam, Inc, was the sole respondent that worked directly with LifeSize Corporate to <br />ensure that the proposed elements of their response represented the best and most <br />cost - effective option for the department. LifeSize Corporate both validated and <br />approved ExtraTeam's recommended solution. <br />This project was not identified in the Fiscal Year 2010/11 LPFD Consolidate Budget or <br />the Capital Improvement Budgets of either Pleasanton or Livermore. In order to fund <br />this project without impacting the general funds of either partner city, staff is proposing <br />to pool three (3) funding sources: LPFD Consolidated Budget Transfers ($118K), <br />California Firefighter JAC Funds ($25K), and California CUPA Enforcement Funds <br />($10K). <br />Page 3 of 4 <br />
