Diane Birchell thanked the Council for taking the time on such difficult decisions, asked for <br /> flexibility and cooperation regarding costs and restrictions on builders in order to achieve a <br /> project and cited on- street parking as still an outstanding problem. <br /> Becky Dennis said she is pleased to hear of BRE's agreement and compromise with the task <br /> force items, the decision for retail on Gibraltar, and appreciates the cooperation of all. <br /> John Dahnymple, Sheet Metal Workers Union and Electrical and Plumbers Union, said workers <br /> have built every single development in the region, voiced concerns with the working poor, and <br /> supported local workers getting fair wages for reinvestment into the community. <br /> Patricia Belding voiced Carl Farrington's support who had to leave, and also voiced support of <br /> compromises, and said many people are actively looking for and requiring housing. <br /> Dolores Bengston thanked the task force and staff for their fabulous work, property owners who <br /> have made compromises, and urged the Council to approve the recommendations. <br /> Valerie Arkin asked the Council to adopt the task force recommendations, thinks retail around <br /> Gibraltar is important and is glad to see the allowance for the parkland. She also asked to add <br /> language that states that the Council and school district will continue to work together to <br /> address impacts to schools. <br /> John Carroll acknowledged BRE's compromises, suggested addressing the issue of office <br /> entitlement of 1.3 million additional office space and thinks there should be a review of what <br /> offset will be provided when land is used for residential and retail. He personally prefers striped <br /> medians for Owens, suggested buildings be phased in, and asked that cones be placed so <br /> people do not cross over into striped areas. He hoped for a fairly good size park and for it not be <br /> adjacent to a major thoroughfare. <br /> Jennifer Pearce, Planning Commission and Hacienda Task Force, said she was doubtful that a <br /> 21 member task force could work and is gratified to see the result. Those still present at 11:30 <br /> p.m. speaks to that collaborative process. The Planning Commission's unanimous approval of <br /> the task force's recommendations also does the same and urged the Council to adopt the <br /> recommendations. <br /> Mayor Hosterman closed the public hearing. <br /> Vice Mayor Cook- Kallio extended thanks to everybody for their participation and made a motion <br /> for approval with the added language as presented tonight, as well as the additional language <br /> that the Council and school district will continue to work together to address impacts to schools . <br /> Councilmember Sullivan seconded the motion with the amendment proposed by Valerie Arkin, <br /> thanked BRE for working with the City on outstanding issues and everybody involved in the <br /> project. He cited the importance of meeting their commitment for a meaningful process. He <br /> recognized this is an economic challenge for the property owner, the Council needs to explore <br /> additional funding options for public amenities, Owens Drive, parks, and suggested meeting and <br /> brainstorming funding sources. He also would like to explore the labor agreement and how that <br /> might fit into the bigger picture in the next phase. <br /> Councilmember Thorne thanked BRE for their compromise, discussed his work on Bernal Park <br /> where they came full circle back to what the task force recommended.
