BACKGROUND <br /> The California Department of Transportation makes funding available through the <br /> Bicycle Transportation Account to fund projects that improve safety and convenience for <br /> bicycle commuters who are traveling to work, school, shopping destinations or activity <br /> centers. Proposed projects must be identified in a master plan. The City of <br /> Pleasanton's recently completed Pedestrian & Bicycle Master Plan provides the <br /> opportunity to compete for this grant funding. <br /> Staff recommends that a grant application be submitted for reconstruction of the Foothill <br /> Road at 1 -580 Interchange in order to provide safer bicycle and pedestrian access. In <br /> order to provide continuous bicycle lanes through the interchange, this project will <br /> realign the eastbound diagonal on ramp and the eastbound loop on ramp to meet <br /> Foothill Road at a 90 degree angle. This will provide safer bicycle and pedestrian <br /> access. The intersection will be signalized and widened to provide bicycle lanes and <br /> bicycle detection. <br /> This project will provide a major north /south bicycle facility that will connect Pleasanton <br /> with Dublin and San Ramon to the north. This facility will provide safe and convenient <br /> on street bicycle access between Pleasanton and Dublin /San Ramon. The City has <br /> been successful in securing $800,000 in Tri- Valley Transportation Fees, a portion of <br /> which was spent on design, and an additional $709,000 from the Regional Bike and <br /> Pedestrian CMA Block Grant for this project. <br /> DISCUSSION <br /> The recently completed Pedestrian & Bicycle Master Plan identifies the need for more <br /> bicycle connections between Pleasanton and Dublin. Currently there are no continuous <br /> on street bicycle facilities between Pleasanton and Dublin.
