Ordinance No. <br /> Page 8 <br /> 11.64.10090 Appeal Procedure. <br /> The applicant shall have the right to appeal (i) denial of a permit, (ii) a permit condition, <br /> (iii) a determination that good cause to consider a late application does not exist, and (iv) <br /> a determination by the City that the applicants insurance policy does not comply with the <br /> requirements specified in section 11.64.080. A notice of appeal stating the grounds of <br /> appeal with specificity shall be filed with the City Clerk within seven calendar days of the <br /> city manager's action. The city council may affirm, modify or reverse the action of the <br /> city manager, consistent with the provisions of this chapter. <br /> 11.64.110090 Revocation of permit. <br /> Any permit for a parade issued pursuant to this chapter may be revoked by the chief <br /> when by reason of disaster, public calamity, riot or other emergency, the chief <br /> determines that the safety of the public requires such revocation. Whenever possible, <br /> notice of such action shall be delivered in writing to the permittee by personal service or <br /> by certified mail. The chief may revoke the permit for failure to abide by the conditions of <br /> the issued permit. <br /> 11.64.12000 Vending—Special vending permit. <br /> No roving or walking food vending shall be permitted in the public right -of -way along the <br /> parade route unless approved in the parade permit or subject to a special vending permit <br /> approved by the chief. The chief shall issue a special vending permit if he or she finds: <br /> A. The size of the parade and the projected audience is such that moving <br /> vendors would not endanger the audience, parade participants or themselves; <br /> B. The applicant has applied at least three days prior to the event and paid the <br /> fee designated in the resolution establishing fees and charges for various municipal <br /> services. <br /> C. The granting of the permit to the applicant will not endanger the public health <br /> of residents and visitors of the city; <br /> D. The proposed vending is consistent with the approved parade permit. <br /> G. Amend Chapter 11 Vehicles and Traffic as follows: <br /> Delete Traffic Appendix <br /> H. Amend Chapter 14.04 Regulation of Water System and Water Service Fees as follows: <br /> (1) amend Section 14.04.120 Discontinuance of service as follows: <br /> Any consumer may have his or her water service discontinued by giving notice to the <br /> department requesting discontinuance not less than two days prior to the requested date of <br /> discontinuance. Each such consumer shall pay all water charges up to and including the <br /> date of discontinuance stated in such notice. In any case where such notice is not given, <br /> the consumer shall be required to pay for water service until two days after the department <br /> has knowledge that the consumer has vacated the premises or otherwise discontinued <br /> water service. The city shall make a reconnection charge for restoring water service to any <br /> consumer whose water service has been discontinued at his or her request. Such charge <br /> shall be as set forth in the Master Fee Schedule$5.00 for rcconncction of service during <br /> and $10.00 for reconnection of service at any timc other than during <br /> s -when the consumer has requested that rcconncction be made at such <br /> other-time. <br /> (2) amend Section 14.04.130 Enforcement measures is amended as follows: <br />
