Staff <br /> recommends the City Council add the following language to the document: <br /> B.8.4: The City shall provide incentives for the location of a public park on either <br /> Parcels 1, 2 or 3. <br /> • Density: The City Council appeared to concur with the Planning Commission's <br /> recommendation of retaining the density range of 30 to 55 units per acre included <br /> in the guidelines. Staff supports this recommendation. <br /> • Owens Drive: Although one Council member specifically supported option 1A, <br /> Council members generally appeared to concur with the Planning Commission's <br /> recommendation to include a third option for reconfiguration of Owens Drive and <br /> to maintain the ability to implement any of the three options. <br /> • Uses: Under "Social services office ", clarify that meeting space is permitted. <br /> Add "Adult bookstore" as a prohibited use; clarify that a "residential only" (i.e. <br /> live /live) is allowed under Allowed Uses — Live/Work Space. Staff concurs with <br /> this recommendation. <br /> One Council member raised a concern regarding how the Vision Statement would be <br /> implemented by future development, and how the amenities described in the Vision <br /> could be translated into a Livability Standard that would be used to evaluate future <br /> proposals. Staff suggests City Council consider the following addition to the Hacienda <br /> TOD Standards and Design Guidelines: <br /> B.11 Livability Standard <br /> B.11.a. Residential development shall satisfy the standards in this document <br /> relating to: <br /> • The provision of pedestrian and bicycle connections to BART, the Iron <br /> Horse Trail, and between the sites (C2: TOD Framework Diagram and A5. <br /> Pedestrian /Bike Paths — Iron Horse Trail Connection) <br /> • Group Useable Open Space (B.
