All site improvements and construction activities shall be limited to the hours of 8:00 a.m. to 5:00 p.m., Monday through Saturday. No construction shall be allowed on Federal Holidays. All construction equipment must meet DMV noise standards and shall be equipped with muffling devices. 11. All appropriate City permits, including a building permit, shall be obtained prior to the construction of the flagpole. 12. Design review approval shall lapse and shall be void one year following the effective date on which the drawings were approved, unless prior to the expiration of one year, a building permit is issued, and construction is commenced and diligently pursued toward completion, or the applicant or the applicant's successor has filed a request for approval of extension with the Zoning Administrator. {end}
