He disagreed with the EIR's less than significant impact findings. Assuming that <br /> 1/3 of what he calculated as 3,000 new residents are of school going age, the increase exceeds <br /> current school populations in the area. He said the cumulative effects of this impact would result <br /> in lowered test scores, neighborhood appeal, property values, and property tax revenues. He <br /> asked what sort of parks and outdoor facilities are planned for the development. <br /> Debbie Sanders, addressed the City Council, said she is a bit disappointed in the progress to <br /> date and feels she is not well represented. She the topic of assessments paid to the business <br /> park has been removed from any discussion, which disturbs her. In many instances, this will provide more information <br /> than was available or evaluated before. <br /> Sheng Gao, addressed the City Council, said his feelings regarding the rezoning have changed <br /> but he still believes a project with this density will reduce the value of Pleasanton. He said many <br /> residents are frustrated with dealing with the Council and staff. He said the new development <br /> will have clear and significant impacts on schools and traffic and asked the Council to address <br /> the concerns of the community. <br /> The Mayor closed the public hearing. <br /> Motion: It was M/S by Thorne /Cook - Kallio to waived full reading and introduce Ordinance No. <br /> 2016 amending zoning for three sites in Hacienda Business Park to require residential <br /> development meet certain core standards related to density, affordability and unit mix, <br /> consistent with the settlement agreement approved by the city council on August 17, 2010 in the <br /> case of Urban Habitat v. City of Pleasanton.
