Resolution No. PC-2002-51 <br />Page 9 <br />27. The developer shall enact rental restrictions which shall prohibit dementia <br />residents from parking or storing vehicles on the site as well as prohibit the <br />parking of recreational vehicles, boats, campers, trailers, and inoperable vehicles <br />(i.e. non-operating or non-registered) on the site. The management shall be <br />responsible for enforcing these restrictions, which shall be stated clearly in writing <br />to all residents. <br />28. If the Planning Director determines that parking problems are created by the <br />project, the Planning Director may re-evaluate resident parking with the <br />management of the facility and may prohibit assisted living residents from parking <br />or storing vehicles on site. <br />29. The developer shall permanently designate approximately 9 of the parking spaces <br />on the site as visitor only parking (although visitors may park in other spaces). <br />Signs, including stenciling of the parking spaces, indicating the restriction of <br />parking shall be posted adjacent to the parking spaces. The quantity, content, <br />design, and placement of the signs, shall be subject to review and approval by the <br />Planning Director prior to the issuance of building permits. <br />30. The project developer shall effectively screen from view all ducts, meters, air <br />conditioning equipment, and any other mechanical equipment, whether on the <br />structure, on the ground, or on the roof, with materials architecturally compatible <br />with the main structure. Screening details shall be shown on the plans submitted <br />for issuance of building permits, the adequacy of which shall be determined by the <br />Planning Director. All required screening shall be provided prior to occupancy. <br />31. All mechanical equipment shall be constructed in such a manner that noise <br />emanating from it will not be perceptible beyond the property plane of the subject <br />property in a normal environment for that zoning district. <br />32. Trash containers shall be stored within the enclosure at all times, except when <br />being unloaded. <br />33. The location of any pad-mounted transformers shall be subject to approval by the <br />Planning Director prior to issuance of permits by the Building Department. Such <br />transformers shall be screened by landscaping or contained within an enclosure <br />matching the building and with corrugated metal gates. All transformers shall be <br />shown on the plans submitted for issuance of building permits. The project <br />developer shall attempt to locate transformers at the rear of the site. <br />
