Resolution No. PC-2002-51 <br />Page 13 <br />52. The project developer shall submit two copies of the site soils report to the Chief <br />Building and Safety Official. When deemed necessary by the Chief a third party <br />peer review of the soil report shall be completed. The Developer shall pay for all <br />third party peer reviews at the time specified by the Chief. The City will select all <br />third party peer reviewers. <br />53. Building and situs plans are to be submitted to the Building Department on <br />computer disk in a format approved by the Director. Digitized information shall <br />be submitted before requesting a final inspection and should reflect as-built situs <br />and architectural information as approved by the Director. <br />Construction Requirements: <br />54. All site improvements and construction activities shall be limited to the hours of <br />8:00 a.m. to 5:00 p.m., Monday through Saturday. The Planning Director may <br />allow earlier "start-times" for specific building construction activities, e.g., <br />concrete-foundation/floor-pouring, if it can be demonstrated to the satisfaction of <br />the Planning Director that the construction and construction traffic noise can be <br />mitigated. All construction equipment must meet Department of Motor Vehicles <br />(DMV) noise standards and shall be equipped with muffling devices. <br />55. Should the applicant wish to locate a trailer residence for a watchman on site <br />during construction of the project, the applicant must first apply for and receive <br />approval of a temporary conditional use permit from the Zoning Administrator. <br />Except as approved by the Zoning Administrator, no campers, trailers, motor <br />homes, or any other vehicle can be used as living or sleeping quarters on the <br />construction site and all such vehicles shall be removed from the site at the end of <br />each work day. <br />56. If archeological materials are uncovered during grading, trenching, or other on-site <br />excavation, all work on site shall be stopped and the City immediately notified. <br />The county coroner and the Native American Heritage Commission shall also be <br />notified and procedures followed as required in Appendix "K" of the California <br />Environmental Quality Act (CEQA). A similar note shall appear on the <br />improvement plans. <br />
