95. All public and private driveways designated as fire lanes by the Fire Chief shall be maintained <br />in accordance with Articles 9 and 10 of the Uniform Fire Code, which permits towing vehicles <br />illegally parked on the fire lanes. Fire lane curbs shall be painted red with "No Parking, Fire <br />Lane, Tow Away Zone" or "No Parking, Fire Lane, Tow Away Zone" signs shall be installed <br />as required by the Vehicle Code. <br />96. The final design of all emergency vehicle accesses (EVAs) within the project shall be subject <br />to the review and approval of the Fire Marshal. Any gates provided in these EVAs shall be <br />constructed with Opticon opening devices, unless otherwise approved by the Fire Marshal. <br />97. The senior apartment buildings shall be constructed with automatic fire sprinkler systems. The <br />developer shall also provide a final site plan with street configurations (widths, traffic calming <br />devices, etc.) to the Fire Department for a final simulation run to determine whether all units <br />within the project are within the City's five-minute response time, prior to the issuance of a <br />building permit for any of the single-family units. In the event that any of the units are not <br />within afive-minute response time, the respective units shall be required to be constructed <br />with automatic fire sprinkler systems. <br />Engineering Requirements <br />98. Construction vehicles shall be provided with anall-weather access from Busch Road and shall <br />not use Mohr Avenue as an access to the site. <br />99. The water and gravity sanitary sewer mains shall be public and maintained by the City. There <br />shall be individual sanitary sewer and water laterals to each dwelling unit including the <br />existing houses along Mohr Avenue. There shall be a two-way clean-out on the gravity <br />sanitary sewer lateral located at the back of the Public Service Easement. <br />100. All streets designed to have no parking on one or more sides shall be posted in accordance <br />with State law to advise of the "no parking" restrictions. <br />101. The existing septic tank and leach field to the houses located on the property shall be <br />abandoned per Alameda County Health Department regulations and connected to the City's <br />sanitary sewer system. <br />102. Unless used for landscape irrigation, the existing wells located on the property shall be <br />abandoned per Zone 7 standards. If wells are to remain, the property on which the well is <br />located shall have a backflow device on the domestic water line. <br />103. All subdrains shall have aclean-out installed at the beginning of the pipe. The bottom of the <br />pipe shall terminate in a storm drain or other storm drain outfall, subject the approval of the <br />City Engineer. The project developer's engineer shall submit a final subdrain location map to <br />the City Engineer prior to the City's acceptance of the Public Improvements. It shall be the <br />responsibility of the homeowner to relocate the subdrains if, during the excavation of a pool or <br />Planning Commission Page 22 July 24, 2002 <br />
