b. If dishwashers are provided in the homes, they shall have an energy-saving cycle or <br />qualify for ENERGY STAR. <br />c. A gas rough-in shall be provided for the clothes dryer, range, cooktop and/or oven <br />when these appliances are not included in the home. The location of the gas line shall <br />be shown on the building permit plan set. <br />d. The developer shall provide all buyers with a list of energy efficient appliances <br />including, but not limited to, refrigerators, dishwashers, washing machines, and dryers. <br />This list shall be submitted to the Planning Department for review and approval prior to <br />issuance of a final building permit for the first home of the project. <br />51. For the Senior apartment project, the project developer shall use its best efforts to implement <br />the measures identified in the U.S. Green Building Council's (USGBC), "Leadership in Energy <br />and Environmental Design (LEEDTM)" 2.0 rating system and the Alameda County Waste <br />Management Authority's New Home Construction Green Building Guidelines in the design, <br />construction, and operation of all aspects of the project. These measures shall be shown on the <br />building permit plan set submitted for review and approval before issuance of a building <br />permit. In conjunction with the building permit application, the project developer shall <br />determine the building's "LEEDTM Green Building Rating", using the USGBC evaluating <br />methodology, and shall report the rating to the Planning Director. Prior to building permit <br />issuance, the green building provisions that are proposed to be included in the development <br />and the LEEDTM scorecard shall be submitted to the Planning Director for review and <br />comment. City staff shall arrange a meeting with the project developer to discuss the proposed <br />measures and to determine if other feasible, mutually agreeable green building measures can <br />be incorporated into the project. <br />52. The developer shall construct a "zero net energy" house as one of its model single-family <br />homes and shall offer this package and its individual components as options available for <br />purchase on other homes in the project. <br />53. The project developer shall work with City staff to prepare a summary report of the <br />effectiveness of implementing the selected Green Building components, including, as feasible, <br />the costs and benefits of each component. This report shall be prepared following construction <br />of seventy-five percent (75%) of the single-family residential project units, with actual energy <br />use data from occupied units, if possible, which shall be forwazded to the Planning <br />Commission for its review. <br />54. The project developer shall provide to the buyers of the houses covered by this approval <br />photovoltaic systems as an option. With the building permit plan set, the project developer <br />shall show the installations for each of the buildings covered by this approval to the <br />satisfaction of the Planning Developer before issuance of a building permit. The project <br />developer shall provide to the future homebuyers the necessary information delineating the <br />means by which photovoltaic panels can be applied to the roofs of the structures covered by <br />this approval.
