89. The project developer shall obtain all necessary State and Federal agency <br />environmental permits before approval of the final subdivision map or, at <br />the discretion of the City Engineer and Planning Director, the issuance of <br />a grading permit. <br />90. The storm drainage from each lot shall be directed to the street or to an <br />approved storm drain system in accordance with Sections 2907(b)(5) and <br />7012(d) of the 1988 Uniform Building Code except for the reaz yazd <br />drainage of Lots 1-6, which shall drain to the bioswale designed for this <br />purpose. <br />91. Unless otherwise approved by the City Engineer, all fill and cut slopes <br />shall be 3:1 horizontal to vertical or less. <br />92. With recordation of the final subdivision map, the project developer shall <br />abandon all access rights to Old Vineyard Avenue. <br />93. If required, the project developer shall construct transit shelters with trash <br />receptacles at locations determined by the Planning Director and the City <br />Engineer. The shelter and trash receptacle design shall be approved by the <br />Planning Director prior to issuance of project building permits. An <br />encroachment permit shall be obtained prior to installation. Lighting shall <br />be provided if determined necessary by the City Engineer. <br />94. All utilities required to serve any existing or proposed development on-site <br />shall be installed underground, unless otherwise determined by the City <br />Engineer. The existing utility line on the southerly side of Old Vineyazd <br />Avenue shall be moved to the northerly side on the existing poles or, if <br />feasible, abandoned. The developer may add this cost to shared specific <br />plan costs if it can be shown that the other developers in the Specific Plan <br />Area agree to sharing this cost. <br />95. The project developer shall comply with the recommendations of the <br />geotechnical report titled: "Geotechnical Exploration Report, Heinz <br />Property," prepared by Engeo, Inc. and supplemental peer review and <br />response letters. The project developer's geotechnical consultant shall <br />review and approve all foundation, retaining wall, and drainage <br />geotechnical aspects of the final development plans to ensure that the <br />recommendations have been properly incorporated into the development. <br />The consultant shall certify by writing on the plans or as otherwise <br />acceptable to the Director of Building Inspection that the final <br />development plan is in conformance with the geotechnical report approved <br />with the project. <br />Conditions of Approval Page 23 of 28 8/2102 <br />Greenbriar Homes (PUD-14) <br />
