No equipment or temporary structures shall be placed within or beneath <br />the driplines of these trees. <br />Failure to comply with these requirements may result in a stop-work order. <br />23. Prior to installation of any second floor signs, a comprehensive sign program shall <br />be submitted to the Planning Director for review and approval. Said sign program <br />shall include the specific details for each sign (i.e., colors, materials, illumination, <br />location, sign text, etc.). The sign program shall be consistent with the regulations <br />of the Downtown Revitalization District and the Downtown Design Guidelines. <br />24. The building permit plans shall accurately depict all existing public improvements <br />neaz the subject development (i.e., planter pots, street trees, street lights, street <br />signs, pavement type, pay phone, etc.) and shall clearly indicate any proposed <br />modifications to the existing public improvements. Proposed modifications to the <br />public improvements shall be subject to review and approval by the Planning <br />Director prior to issuance of a building permit. <br />25. All backflow prevention devices installed with the development shall located <br />within the trash enclosure or utility rooms. All backflow prevention devices shall <br />be shown on the plans submitted for issuance of building permit and shall be <br />approved by the Planning Director prior to issuance of a building permit. <br />26. At no time shall balloons, banners, pennants, or other attention-getting devices be <br />utilized on the site except as allowed by Section 18.96.060K of the Zoning <br />Ordinance for grand openings or by Section 18.116.040 of the Zoning Ordinance if <br />approved by temporary conditional use permit as part of a decorating plan in <br />conjunction with Downtown/Main Street promotional events. At no time shall <br />spot lighting be used after 10:00 PM in conjunction with such grand openings <br />and/or promotional events. <br />27. No modular newspaper dispensers shall be allowed outside of the building unless <br />the enclosure and newspaper racks match the others used on Main Street. The <br />specific design and location of the newspaper racks shall be subject to the review <br />and approval of the Planning Director prior to installation. <br />28. All demolition work, site improvements, and construction activities shall be <br />limited to the hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, unless the <br />Planning Director determines that there is significant reason to limit construction <br />to 4:00 p.m. All construction equipment must meet DMV noise standards and <br />shall be equipped with muffling devices. <br />29. The project developer shall provide a construction phasing and mitigation plan <br />with the building permit plan set for review and approval by the Planning Director <br />and Chief Building Official before issuance of a building permit.
