RESOLUTION NO. 11- <br /> RESOLUTION TO DEMONSTRATE SUPPORT OF THE 2012 FEDERAL <br /> LEGISLATIVE PRIORITIES FOR THE TRI- VALLEY REGION <br /> WHEREAS, the Cities of Danville, Dublin, Livermore, Pleasanton and San Ramon are <br /> collectively known as the "Tri- Valley Cities" and work in concert to create an annual regional <br /> agenda for consideration by our elected representatives in Washington, D.C.; and <br /> WHEREAS, the Tri- Valley Cities have selected four regional priorities for the federal <br /> Fiscal Year 2012 that are of regional significance, have broad -based support, and are "shovel <br /> ready;" and will officially request federal funding for these projects from their elected <br /> representatives in January 2011; and <br /> WHEREAS, the Interstate 580 (1 -580) is a major east -west interregional freeway and <br /> transportation corridor serving the commuters, provides for the movement of goods and freight <br /> throughout the region and currently ranks as the second worst congested corridor in the 9- <br /> county Bay Area, and is classified as a "Lifeline Route," facilitating movement between staging <br /> locations and impacted areas following a major earthquake; and <br /> WHEREAS, the Tri - Valley Cities have proactively pursued regional with regional multi - <br /> modal opportunities to enhance mobility in the 1 -580 Corridor, and have worked collaboratively <br /> with regional transportation agencies —the Metropolitan Transportation Commission (MTC), <br /> Alameda County Transportation Commission (ACTC), and the Tri - Valley Transportation Council <br /> (TVTC) —to identify and prioritize needed 1 -580 Corridor mobility improvements through regional <br /> studies; and <br /> WHEREAS, the Interstate 680 (1 -680) is a corridor of similar interregional significance, <br /> serving major job centers in the Tri - Valley such as Bishop Ranch and Hacienda Business Parks, <br /> and serves as an important travel link to destinations north and south of the San Ramon Valley; <br /> and <br /> WHEREAS, the 2003 "1 -680 Options Analysis" prepared by DKS Associates indicates <br /> that in 2020, nearly 54 percent of the area residents are projected to utilize 1 -680 to travel to <br /> work destinations outside of the valley; and the 2020 population would grow by 50 percent and <br /> employment by 75 percent; and <br /> WHEREAS, State Route 84 (SR 84) serves as one of only two east -west links for Tri - <br /> Valley regional commutes, is recognized as a "Route of Regional Significance" and serves as a <br /> primary alternative route to the 1- 680/1 -580 freeway corridor and currently experiences heavy <br /> year -round traffic use from both regional and interregional traffic between 1 -580 and 1 -680; and <br /> WHEREAS, the SR 84 Widening from 1 -680 to Pigeon Pass and the I- 680 /SR 84 <br /> interchange improvements are critical for improving traffic flow from SR 84 westbound onto 1- <br /> 680 southbound, and would help eliminate the queues that back up onto 1 -680 northbound from <br /> State Route 84 during the afternoon peak hour; and <br /> 1 <br />
