BACKGROUND <br /> The American Recovery and Reinvestment Act of 2009 was signed by President <br /> Obama on February 17, 2009, to stimulate the national economy. The ARRA funding <br /> for Local Street and Road (LS &R) System Preservation projects is divided into <br /> "Regional ARRA funding" and "State ARRA funding ". The terms "Regional ARRA <br /> Funding" and "State ARRA Funding" are being used to differentiate between urbanized <br /> regional ARRA funds that are provided directly to the regions and the State ARRA funds <br /> made available through the State. The City received $1,216,711 in Regional ARRA <br /> Funding and $370,000 in State ARRA funding. The Regional ARRA funding was <br /> applied toward CIP No. 095014, Overlay of Various City Streets project. The State <br /> ARRA funding was applied toward CIP No. 095026, Bernal Avenue Pavement <br /> Rehabilitation — ARRA 2009. <br /> On June 16, 2009, the City Council adopted a resolution authorizing the application for <br /> ARRA 2009 Tier 1 funding for this project. On December 17, 2009, approval to proceed <br /> with the construction of this project was received from the Department of <br /> Transportation. <br /> On April 6, 2010, the City Council awarded the construction contract to Granite <br /> Construction in the amount of $399,429.50 to rehabilitate the pavement surface on <br /> Bernal Avenue. The subject project has since been completed and is ready for <br /> acceptance. <br /> Bernal Avenue between Valley Avenue and Pleasanton Avenue was chosen for <br /> pavement rehabilitation because roadway conditions warranted repair and met the <br /> requirements for ARRA funding. Approximately 278,000 square feet of roadway was <br /> resurfaced with open -grade asphalt concrete. Open Graded Asphalt Concrete was <br /> utilized to reduce traffic noise and enhance skid resistance /drainage. Damaged <br /> pavement totaling 42,000 square feet was repaired. The existing roadway geometry on <br /> west -bound direction was modified to accommodate a new Class II bike lane. All non- <br /> compliance ADA access ramps within the project limits have been upgraded. New bike <br /> lanes, roadway legends, striping, traffic loops, and video detection equipment were <br /> installed. <br /> Budget <br /> This project was adopted by the City Council utilizing a fixed amount of $370,000 of <br /> ARRA funding plus local funding (gas tax) of $111,020. This local funding has been <br /> allocated from Annual Resurfacing project, CIP No. 095003. <br /> Contract change orders totaled a net decrease of $6,756.58, resulting from a decrease <br /> in materials quantities. Although change orders included $1,332 for base repair due to <br /> a void created by the storm drain pipe, and $3,453 for additional crack seal, net change <br /> orders resulted in an overall deduction of $6,756.58 due to a decrease in materials <br /> quantities. <br /> The project was completed for a total cost of $421,686. The balance remaining in the <br /> project budget is $59,334, which staff recommends be transferred to the Annual <br /> Page 2 of 3 <br />
