STAFF RECOMMENDATION <br /> 1. Find that the adoption of the proposed amendments to the Pleasanton Municipal <br /> Code is statutorily exempt from the California Environmental Quality Act (CEQA). <br /> 2. Make the findings listed in Attachment 1. <br /> 3. Introduce the attached ordinance amending the Pleasanton Municipal Code to adopt <br /> by reference the California Green Building Standards (CALGreen) Code with local <br /> amendments to address specific green building issues as shown in Attachment 1. <br /> The draft amendment in Attachment 1 is the same as recommended by the <br /> Planning Commissior with the following minor modifications: <br /> - The requirement for a separate outdoor water meter was amended to exempt <br /> situations involving recycled or reclaimed water use ( §20.26.35). <br /> Staff believes that the use of recycled /reclaimed water offsets the use of <br /> potable water and is thereby considered "green" and does not need tracking <br /> with a meter. With the modification, an applicant could still install separate <br /> meters for recycled /reclaimed water if he /she so chooses. <br /> - A wording change was made in §20.26.15 of the proposed code amendment <br /> to clarify that the only projects exempt from CALGreen are those related to <br /> historic buildings. In §304.2 , it was further clarified that new construction of <br /> accessory structures which require a building permit are subject to <br /> CALGreen's minirnum mandatory requirements as set forth in §20.26.10 of <br /> the new ordinance. <br /> - A typo was corrected. The "A" before the CALGreen reference 5.106 in <br /> §20.26.25 of the draft code amendment was deleted. <br /> - An energy consulting firm (Gabel Associates, LLC) reviewed the energy <br /> portions of the proposed code amendment and provided clarifications to <br /> §20.26.20 (E) to reinforce that the specified section is intended to supplement <br /> the 2008 California Building Energy Efficiency Standards. <br /> FINANCIAL STATEMENT <br /> There are no direct fiscal impacts to the City as a result of the aforementioned <br /> recommendations. <br /> Page 2 of 10 <br />
