THE CITY OF 11 <br /> -- ° °"-' "' CITY COUNCIL AGENDA REPORT <br /> pL€ ASANTON© <br /> January 4, 2011 <br /> Community Development <br /> Planning Division <br /> TITLE: PRZ -55, CONSIDER INTRODUCTION OF AN ORDINANCE TO AMEND <br /> THE PLEASANTON MUNICIPAL CODE TO: (1) ADD CHAPTER 20.26, <br /> GREEN BUILDING CODE, WHICH WOULD ADOPT BY REFERENCE THE <br /> CALIFORNIA GREEN BUILDING STANDARDS (CALGREEN) CODE WITH <br /> RELATED LOCAL AMENDMENTS ADDRESSING SPECIFIC GREEN <br /> BUILDING ISSUES; (2) AMEND CORRESPONDING CHAPTER 20.02, <br /> ADMINISTRATIVE CODE, AND OTHER RELATED SECTIONS OF THE <br /> CODE; AND (3) REPEAL CHAPTER 17.50, GREEN BUILDING <br /> SUMMARY <br /> The proposed amendments to the City's Municipal Code for the existing green building <br /> requirements will create consistency with the State's new green building standards that <br /> take effect on January 1, 2011. Starting January 1, 2011 the City is required to <br /> implement the State's new minimum green building requirements. If a code amendment <br /> is not adopted, on January 1, 2011 both green building codes (the City's and the <br /> State's) will be in effect in Pleasanton. While the two codes are similar, without an <br /> amendment applicants would be required to show compliance with two sets of <br /> regulations. <br /> PLANNING COMMISSION ACTION <br /> At its September 29, 2010 meeting, the Planning Commission voted 3 -2 (Narum and <br /> Blank opposed) to recommend that the City Council approve the proposed Code <br /> amendments. <br /> ECONOMIC VITALITY COMMISSION ACTION <br /> At its September 16, 2010 meeting, the Economic Vitality Commission (EVC) <br /> unanimously voted to recornmend that the City Council approve the proposed Code <br /> amendments and requested: (1) Cost analysis information be adjusted to show current <br /> costs and rebate off-sets of building green; and (2) Additional "green building" <br /> conditions of approval not be added to projects during the discretionary review process. <br /> COMMITTEE ON ENERGY AND THE ENVIRONMENT ACTION <br /> At its August 25, 2010 meeting, the Committee on Energy and the Environment (E &E <br /> Committee) voted 6 -0 to recommend that the City Council approve the proposed Code <br /> amendments and requested the City consider incentives to encourage developers to <br /> achieve CALGreen Tier 2. <br />
