Policy 17: Give priority for affordable housing opportunities to households with ersons <br />that live and work ornploy~d in Pleasanton. (Formerly Policy 28.) <br />At-Risk Affordable Housing (Section Transferred from Pg. 15 of Prior Document) <br />Goa17: To-pPreserve and/or replace assisted rental apartment housing which is at risk of changing to <br />mazket-rate housing. <br />Goal 8• Assist tenants of at-risk units by either retaining those units as affordable for their income <br />cate~~orv yr by finding new housing for them that is affordable. <br />Policy 18: Preserve for the longest term feasible, preferably in perpetuity, and strive to replace <br />the 1321ow-income assisted-housing units which aze at risk of changing to mazket-rate housing <br />by the year 2006. <br />Program 18.1: Monitor at-risk assisted projects which become eligible to terminate <br />affordable controls, and provide technical assistance to tenant organizations which may <br />be interested in purchasing the units. <br />Program 18.2: Assist in the identification of potential purchasers of at-risk units such as <br />resident councils, the City, other public agencies, and non-profit organizations. <br />Program 18.3: Provide grants or direct technical assistance where appropriate to <br />management groups and non-profit organizations capable of acquiring and managing at- <br />risk projects. <br />Program 18.4: Where preservation of assisted units is not possible, minimize the <br />displacement and inconvenience of tenants by assisting in the negotiations of anti- <br />displacementpolicy or relocation mitigation with the owners where appropriate. In order <br />to encourage the retention of affordable housing, the City should start working with <br />apartment owners 18 months to two years prior to the expiration of the below mazket-rate <br />housing contract. If the City is not successful in retaining the units as below mazket- rate <br />housing, the City should begin working with the affected tenant at least one yeaz prior to <br />the term expiration to facilitate the tenant's transition from below mazket-rate to mazket- <br />rate housing or to locate for the tenant other below mazket-rate housing. <br />Revised Draft Housing Element Goals, Policies, and Programs: 1/28/02 - 6 - <br />
